All of Hunters Point Naval Shipyard should be cleaned to Residential Standards - Prop P.

by Francisco Da Costa
All of Hunters Point Naval Shipyard should be cleaned to residential standards - mandated by Proposition P that passed in the year 2000 by the City and County of San Francisco. Eighty seven percent of the constituents of San Francisco voted for Proposition P. Unfortunately, we have had Mayors Gavin Newsom, Willie L.Brown, and Diane Feinstein - that think the Hunters Point Naval Shipyard should be capped. Well, we must speak out - and speak out now. Dubious forces are planning to handover the whole Shipyard to Lennar and forcing the U.S. Navy to cap the whole area.
Activities on the Hunters Point Naval Shipyard started in the 1850s. Before, World War Two - the United States Navy acquired some of the area and after all of the area - now know as the Hunters Point Naval Shipyard - by using Eminent Domain.

Once there were two huge hills on Hunters Point Naval Shipyard. On these hills the First People made their abode. The First People were the Ohlone and today the Patrimonial Jurisdiction belongs to the Muwekma Ohlone.

http://www.muwekma.org

Twenty percent of the Hunters Point Naval Shipyard is solid rock - mostly Serpentine Rock. When crushed this rock - emits Asbestos Structures that are harmful to human beings and other beings too. But, the rock also has manganese and other heavy metals.

On the the two hills were Shellmounds - the Sacred Burial Grounds of the Ohlone. The U.S. Navy in their ignorance - demolished the hills and filled in the wet lands. The other eighty percent that makes the present Shipyard - that we see today. All prone to liquefaction and global warming.

The Sacred Remains of the Ohlone were desecrated and the bones spread all over the Hunters Point Naval Shipyard. This is a disgrace and today NOT one square foot has been archaeologically surveyed. This is a Federal Mandate that the authorities that be are running away from. It will come to bite them in the butt.

Eighty percent of the Hunters Point Naval Shipyard is prone to liquefaction. If a major Earthquake strikes - all that is on the fill land - will be prone to liquefaction and will collapse - much like what happen in the Marina, in San Francisco in 1989.

Hunters Point Naval Shipyard is carved out into Parcels - A, B, C, D, E, and F.

Right now the Navy is trying to further divide the Parcels and I am waiting for the final map - with clear marked - boundaries. Time will tell.

Parcel D - is now named G in the middle and D1 and D2 at the end. G is where the authorities want to build a stadium. This will never, ever happen. Why build a stadium surrounded by radiological elements.

At this time only Parcel A has been transferred to the City and County of San Francisco. Who in turn gave the property to the San Francisco Redevelopment Agency (SFRA). The SFRA gave the property to a Rogue Company - know to us as Lennar.

Lennar started grading Parcel A and created a mess. It bombarded a whole area with Asbestos Structures, heavy metals, radiological elements (a result of previous Navy projects) and clear cut over 400 mature trees - without a permit from the City and County of San Francisco.

It broke all the protocols set in the Disposition and Development Agreement (DDA) that is a legal document.

On the Shipyard Parcels E and E2 are very toxic - these are filled with radiological elements. No one knows how toxic these parcels are. Those in the know - are cautious but state that the parcels must be abated, mitigated, and the adverse contents - fully removed. Just these Parcels will cost over $1 billion to clean up. That is if it is done properly.

Over the years - radiological contents from Parcel E and E2 have been sipping to the Bay. The Watershed at Hunters Point has been polluted - beyond repair.

The U.S. Navy over the years has spent over $600 million. More then $300 million has been wasted by former companies and one of them being International Technologies that declared bankruptcy.

In recent years Tetra Tech has the contract and is making a lot of money.

Tetra Tech is connected to the powers that be - and that includes Congressperson Nancy Pelosi and Senator Diane Feinstein. Of course former Mayor Willie L. Brown Jr. and Mayor Gavin Newsom.

None, of the above have the better interests of the Bayview Hunters Point Community.

The above are conduits that have brought in a Rogue Company like Lennar Bayview Hunters Point Limited Liability Corporation (BVHP LLC) - to cap the land and make big money by building homes. That was the plan - but the plan in not working - Lennar is sinking in the cesspool of its own making. People across the Nation are focusing on Hunters Point Naval Shipyard.

The Business Newspapers, the Wall Street Journal, the Washington Post, the Los Angeles Times, the papers that matter are focusing on this issue. It is getting world wide - publicity.

Internet On-line journals have helped spread the news. Right now they are working on major write-ups that will expose the crooks and those dubious machinations that have been used before - but cannot be used on a community that is alert, informed, experienced and savvy.

So far only Parcel A has been transferred to Lennar BVHP LLC and Lennar have to abide by the Disposition and Development Agreement. This is a legal document that has plans such as the Dust Mitigation Plans and so on. None of the agreements have been adhered to.

Lennar wants to build 1600 homes in the middle of Chernobyl - but, it has failed on its time lines and goals. It has defaulted. But, what is more it is bankrupt. Its Stocks and Shares have fallen from some $54 a year ago to a low $11. It is sinking in the cesspool of its own making.

On July 8, 2008 there is going to be a Public Meeting at the Southeast Commission Facility at 1800 Oakdale. The MUNI 23 takes you right to the building. MUNI 44 drops you one block away at Phelps and you can walk down to the building.

At this meeting the U.S. Navy plans to reveal a plan and the Public at Large will have an opportunity to speak.

Corrupt forces want the U.S. Navy to fast track the process and handover the Hunters Point Naval Shipyard - capped and then the Crooks That Be - want to build homes.

This must not happen.

On July 8, 2008 the Parcel that will be discussed is Parcel B.

Parcel B and what happens to it will set a standard for the whole Hunters Point Naval Shipyard. It will be an eye-opener. It will set the standard for the whole Hunters Point Naval Shipyard and either bring some hope or destroy and adversely impact - most everything.

In the mean time the adverse impacts of Hunters Point have affected thousands. Women in Marin County have Breast Cancer from radiological elements washed into the Bay and dancing on Muir Beach and Stinson Beach.

Thousands of barrels of so called low-level atomic waste dumped in the Farallones Islands wash along Drake Bay and all along the coast. Women and others have high rates of cancer - a result of the Naval Radiological Defense Laboratory situated in Building 815 - a six story windowless building that gapes at those that look at its past evil deeds at Hunters Point Naval Shipyard.

Depleted Uranium was first experimented on Hunters Point Naval Shipyard.

One of the Atomic Bombs dropped on Japan was assembled at Hunters Point Naval Shipyard.

Thousands of huge animals horse, cows, etc were radiated at Hunters Point Naval Shipyard and buried all over the place. Others were dumped in a creek - washed in to the Bay and polluted the surround area. And that included Heron's Head Park - where Mayor Gavin Newsom encourages children to go, stay and play.

Many ships that took part in the Bikini Atoll Atomic Experiments were towed to Hunters Point and cleaned up. Mostly sand-blasted and the residue - fell into the Bay and the rest was buried on shore.

Mayor Gavin Newsom with intent wants the radiological elements, the hots spots to be capped. This is a no, no. Proposition P mandates all of the Shipyard to be cleaned to Residential Standards. And Gavin Newsom aspires to be the Governor of California. Go figure.

The Precautionary Principle demands that a through investigation halt all activity, and knowing what is there that adversely impacts all life - human and non-human life - the entire area must be abated - and the standard to be followed - is residential standards.

The Environmental Protection Agency is not doing their job.

The Department of Toxic and Substances Control is not doing their job.

The Bay Area Air Quality Management District is not doing their job.

The Agency for Toxic Substances and Disease Registry is not doing their job.

The Center for Disease Control is not doing their job.

The San Francisco Health Department and Doctors Mitch Katz and Rajiv Bathia is not doing their job.

San Francisco has no Toxicologist on board - the position is there but not filled for years.

Representatives who should represent us the likes of Senator Barbara Boxer and Diane Feinstein are not doing their job.

Congressperson, Nancy Pelosi has let down her constituency and adversely impacted the community at large at Bayview Hunters Point.

In 1991 the Muwekm Ohlone exercised their Right of First Refusal. We are watching and I am watching as their Representative on Base-Closures and related issues.

No area whatsoever must be capped on Hunters Point Naval Shipyard.

Those parcels and foremost Parcel E and E2 must be dug out and the contents totally removed and shipped to the an area where the Corps of Engineers know best what to do with those highly contaminated radiological - contents.

We, the community want no stadium on the new named Parcel G. Why expose innocent fans to radiological contents.

The blood of our children is upon those that prevent the clean up.

Right now Parcel B must NOT be capped - and there is always the second and third opinion - and the U.S. Navy can hold on to their opinion - it is the tax payers that must be listened to.

The land once belonged to the Ohlone and that must be borne in mind.

If you desecrate you must pay restitution but more then that respect and apologize for the wrong done. No good will ever come at Hunters Point - unless you get the Blessing from the First People - the Muwekma Ohlone. Aho.
