The decision by the Federal Energy Regulatory Commission in Grants Pass, Ore., sided with the utility and ignored calls from fishery agencies to build costly fish ladders. The final environmental impact statement from the commission's staff recommended trapping and hauling fish around the dams rather than building ladders and reducing power production.

APPEALS COURT UPHOLDS ENDANGERED SPECIES PROTECTIONS FOR COHO
http://www.mercurynews.com/breakingnews/ci_7519090?nclick_check=1
San Jose Mercury News - 11/20/07
A state appeals court on Tuesday upheld endangered species protections for the coho salmon in California. A three-judge panel of the 3rd District Court of Appeal ruled unanimously that the state Fish and Game Commission acted properly in 2004 when it listed the Northern California coho as threatened and the Central California Coast coho as endangered. The decision upheld a ruling last year by a Sacramento County judge. The California Forestry Association, the California Chamber of Commerce, California Cattlemen's Association and several other groups had appealed that decision, contending the commission misinterpreted the state's Endangered Species Act.

Seattle Times -11/21/07
The Bush administration has abandoned efforts pushed by the timber industry to allow more logging around salmon streams on Northwest national forests. The administration's motion to withdraw an appeal of a lawsuit brought by
salmon advocates to reinstate what is known as the Aquatic Conservation Strategy of the Northwest Forest Plan was approved Tuesday by the 9th U.S. Circuit Court of Appeals.

In response to the 2006 Klamath River salmon fishery failure, California is disbursing $33 million in Federal Disaster Relief Assistance to affected salmon industry entities. Commercial salmon fishermen, fish buyer/processors, related marine supply businesses, commercial charter boat owners and Klamath In-River guides and associated infrastructure businesses are eligible to apply for assistance. The California Salmon Council, a state mandated marketing entity is coordinating the relief efforts in California on behalf of the commercial salmon industry with oversight from the California Department of Fish and Game and the Pacific States Marine Fisheries Commission.

ACTION ALERTS:

* PLAN A KLAMATH DAMS EVENT, LETTER DRIVE, OR MEETING IN YOUR COMMUNITY
Its time to step up our efforts to Un-Dam the Klamath River! The recent FERC report recommending re-lisencing of Pacificorp's dams needs to be addressed with grassroots action, and we need you to pitch in and help. The dams' licenses are still several years from final approval, and now its time for California and Oregon water quality regulatory agencies and Public Utility Commissions to weigh in on the decision. Meanwhile, Pacificorp is still responsible for decimated salmon runs and reservoirs full of toxic algae, and they need to hear about it. As the settlement negotiations between Tribes, fishermen, farmers and Pacificorp continues, we need to keep the pressure on Pacificorp to give up these dams. You CAN make a difference in the campaign to Un-Dam the Klamath River!
SHOW A FILM ON KLAMATH DAMS to your community. "Solving the Klamath Crisis" is a well-balanced and inspiring chronicle of a dam-aged Klamath River. Consider showing it in your town, at your club meeting, at your school, or to a group of your friends. You can also host a slideshow presented by Klamath Riverkeeper or set up a fundraiser in your area.
LETTER TO THE EDITOR campaigns are urgently needed. Encourage your community to learn the facts on Klamath Dams and then spread the word to your regional and state papers.
PACIFIC POWER CUSTOMERS - Send a letter to the state Public Utilities Commission saying you will not pay extra to destroy the Klamath Salmon and coastal fishing economies.

* OREGON DEQ WANTS TO HEAR FROM YOU!
The Oregon Department of Environmental Quality is preparing to hire a new director. This is an awesome opportunity to seed important changes in the agency charged with protecting Oregon's air and water quality. The DEQ's track record of declining enforcement and pandering to polluters has garnered media attention and is outraging citizens across the state. Take a moment to fill out ODEQ's online survey and suggest that they hire someone who can transform the agency into an effective environmental regulator, rather than a lapdog to polluters.
