Berkeley Passes New Downtown Ordinance

Berkeley has just passed a new ordinance that would criminalize their homeless population.
Berkeley has just passed a new ordinance or set of ordinances that would criminalize their homeless population. It makes it illegal to posess a shopping cart or to sit or lie on the sidewalk. Where are the mass protests (akin to the 1994 Santa Cruz protests against the sitting ban)?

1st unintended consequence or selective enforcement non-action: Those little old ladies with their walker/baskets could be targeted for having "shopping carts". I seriously doubt that homeless people with suitcases bungy corded to hand trucks will be let go. But the cops will never ticket a little old lady with her pushcart.
