Navy wants to give concord base to corporation rather than the people
The military has plans to trade the Concord Naval Weapons Station to Haliburton-wannabee firm Shaw Environmental and Infrastructure, Inc. This plan would bypass a two-year public planning process by the city. City leaders had held public hearings and were dreaming of a transit village, miles of open space and perhaps a university campus on the site. Instead, the Navy now wants to bypass the public, and give all the land away to Shaw in trade for about $1 billion in military construction at other bases. However the military claims it won't approve the Shaw deal unless it gets support from the City Council!
While the open space hills surrounding the cities of Contra Costa County are being covered on all sides by new housing developments, the city of Concord has a chance to save at least part of the 5,170 acres (approximately 8 square miles) decommissioned Concord Navel Weapons Station as open space. In the Spring of 2006, the Concord City Council launched a multi-year, three-part process to plan for the civilian reuse of the former military base.
Now, a politically-connected corporation Shaw Environmental and Infrastructure, Inc. and the Navy wish to bypass all public input and give all the land to Shaw Environmental in exchange for about $1 billion in military construction at other bases. While the Military does have the authority to go ahead with this plan, they claim they will not trade away the former weapons station to Shaw if the city of Concord rejects the plan.
This Tuesday the 12th the City Council will hold a “Joint City Council/Community Advisory Committee Study Session – on Concord’s Community Reuse Plan Process and Federal Base Realignment and Closure (BRAC).” The Concord City Council holds regular meetings on the first, second, and fourth Tuesdays of the month. Regular meetings convene at 6:30 p.m. in the Council Chamber at the Civic Center, 1950 Parkside Drive in Concord. This Tuesday, the 12th however there will be a 5:30 p.m. – Public Reception for the Community Advisory Committee prior to the 6:30 City Council and Redevelopment Agency meeting. Likewise the location will be changed to The Concord Senior Center – Wisteria Room - 2727 Parkside Circle, Concord.
