VENICE displays torsophobia

by SUN (savefreedom [at] yahoogroups.com)
Italian city bans "torsonudismo". In contrast, Cologne cops merely warn bottomless shopper.
In Italy, prudish Venice now forbids "torsonudismo",
which means going shirtless.
Their municipal torsophobia
is part of a "zero tolerance" campaign
against "unseemly behavior".

In SUN's opinion, the only "seemly" aspect of Venice's
official behavior is that the city offers
EQUAL repression for all,
on a gender-neutral basis.

Meanwhile, in comparatively progressive Germany,
Cologne police merely warned a bottomless woman
who went grocery-shopping at 4AM,
wearing only an unbuttoned denim jacket.
She explained that she had lost a "spin the bottle" contest.

PS:
Ethnology queery:

If any readers know about German culture,
please explain how "spin the bottle" is played there.
In the USA, years ago, it was mainly a kissing game among children.
In Europe, is it an adult drinking game ?

Or a stunt game, like "Truth or Dare"?
