Oakland Animal Shelter Solution?

There has been so much turmoil in recent months over the Oakland animal shelter. Dr. Charlotte Laws from the Los Angeles area made a presentation to a group of us at the end of May about her solutions. The thick booklet she provided outlines how the city can improve its situation, stop killing the animals that find their way into those frightening cages and at some point reduce animal shelter costs for us Oaklanders. She told us that she also presented her proposal to the city.
