Hello! On Tuesday, April 19, safe cosmetics legislation (AB 908) in Sacramento will be up for its first and most difficult vote (which will be in the Assembly Health Committee). AB 908 phases out two types of synthetic chemicals (phthalates), from personal care products, that have been linked to birth defects and cancer. Workers and consumers have been exposed for far too long to these hazards, and enough is enough. Please take a minute to write or phone Assemblywoman Cohn on this important issue.

Assemblywoman Rebecca Cohn is one of the legislators most key to this committee vote on AB 908 tomorrow. It could make a big difference for her to receive more calls and faxed notes today or by early tomorrow! Below is a sample letter you should feel free to personalize and a phone message you can use in calling Assemblywoman Cohn’s office:

BRIEF BACKGROUND

The vast majority of chemicals used in industrial production have not been tested comprehensively for their health effects. They may contribute to disease not only when released as pollution, but also through their regular use in consumer products.

Some popular brands of shampoo, deodorant, face cream, and other everyday products contain chemicals that research has linked to cancer and birth defects. As has been shown in the European Union where many such ingredients are not allowed, it is possible to have personal care products without these harmful ingredients. This is a particularly important issue for babies because of exposure in utero, children and adolescents, and workers in salons. So this is a health, justice, and environmental issue. Current “safe cosmetics” legislation being voted in on Sacramento will require better ingredient disclosure (SB 484) and the phase-out of two types of phthalates, from personal care products, that have been linked to birth defects and cancer (AB 908). Many groups support this legislation, including the California Interfaith Partnership for Children’s Health and the Environment, National Environmental Trust, Breast Cancer Fund, Breast Cancer Action, and, due primarily to worker health issues, United Food and Commercial Workers, Asian Health Services, and the Orange County Asian Pacific Islander Community Alliance.

SAFE COSMETICS LEGISLATION UPDATE!!!

As many of you know, Breast Cancer Action is co-sponsoring legislation on safe
cosmetics here in California. Assembly Member Judy Chu’s bill, AB 908, will
remove harmful phthalates in cosmetics. Senator Carol Migden’s bill, SB 484, will
require the cosmetics companies to disclose when there are carcinogens and
reproductive toxins in their products, and will give the Department of Public Health
the authority to investigate and report on the health impacts of these chemicals.

Many thanks to those who joined us at the press conference in Sacramento, those who
joined us at the cosmetics lobby day on March 30th, and to those who have already
submitted letters of support! Your help is most appreciated!

It will take the collective effort of many concerned Californians to ensure the
passage of these important bills. We have key votes coming up for these bills, and
chemical and cosmetics trade associations have been active in voicing their strong
opposition to these public health measures. They have even hired a high priced PR
firm to talk to legislators. We ask you to lend whatever support you can to make
sure our legislators are hearing our voices too!

APRIL 19 TODAY! -- ASSEMBLY HEALTH COMMITTEE HEARING ON AB 908 (to prohibit
harmful phthalates in cosmetics)
APRIL 20 -- SENATE HEALTH COMMITTEE HEARING ON SB 484 (require disclosure of
carcinogens and reproductive toxins in cosmetics to Dept of Public Health, and gives
them the authority to investigate these chemicals)

For those of you who want to help, if you can spare the time, please make calls to
legislators in your area who will be voting on AB 908 today. It could prove very
critical. Here is a draft of what to say, which you can adapt as needed. If you
are not able to talk directly to the legislator, ask for their health staff person.

My name is ___________ calling from _____________. I am concerned about
carcinogenic and reproductive toxins in cosmetics, and for this reason I am in
strong support of AB 908. I hope that Assemblymember __________ will support this
important bill that will protect both consumer and worker health.

Thanks again for joining in the fight again this year as we go into our most
difficult vote (Assembly Health). We need all hands on deck and any small amount of
time, energy, and encouragement you can lend is appreciated. We will be sending out
information on how you can write a letter of support for these important bills later
this month.
