The Oakland Cannabis Initiative, Measure Z, is heading towards a
convincing victory, attracting 64.1% of the vote with 72% of the
precincts reported. The initiative (http://www.yesonz.org) calls on
the city to make adult private marijuana offenses lowest priority
and to move towards a system of legally taxed and regulated
distribution as soon as possible. Oakland is thought to be the first
political entity ever to endorse a "tax and regulate" system by voter
initiative. Organizers view the Oakland initiative as the first
step in a broader campaign to change state and ultimately federal
laws.
