ABOUT 100 FEMALE LEGISTRATORS VISIT MEXICO PRISON TO GET A LOOK AT DRUG REHAB PROGRAM
The inmates are put through the program and then trained to run it inside the prison. They then in-turn put others through and train them and so on. When they leave prison they are certified drug rehab counselors and can start programs in the community if they wish.
