In addition, one person had a heart attack immediately after the concussion grenades and Rioting Police charge north down NW 2nd Ave shortly after midnight.

Everyone keeps referring to concussion grenades. I hate to break it to everybody, but concussion grenades used anywhere even remotely near a crowd would have killed people left and right. In an enclosed area, they are more destructive than a regular fragmentation grenade.
What you are seeing and hearing is probably a Hornets Sting Grenade. They are painful, but safe to use in crowds. After activation, they have ZERO metal parts in them and the rest is rubber, so the chance of something other than alot of brusies is remarkably low.
From looking at some pictures of what people gathered around the sites, I'm fairly sure that's what the cops were using. Here's some info on them.

History/Background: The HORNETS NEST STING GRENADE was developed as a behavior modification device for use in a variety of applications.
Status: Currently Available
Potential Targets/Applications: Prison/Civil Rioters
Primary Users: Law Enforcement, Military
Incapacitation Mechanism/Technology: The HORNETS NEST STING GRENADE is a non-reusable rubber filled grenade filled with approximately 60 .45 caliber rubber balls and .03 oz. of OC, CS or OC/CS surrounding an explosive charge. The fuse is ejected by a separate charge after activation eliminating the only metal portion of the grenade prior to the detonation and expulsion of the rubber projectiles in a 360° degree radius.
Physical Data: 3.125 inches in diameter and 5.25 inches in height
Performance Characteristics: When detonated, the explosive blasts the rubber balls out in a 360° degree radius which should be thrown to cover an area 7 to 25 feet from the epicenter. Proper application of this behavior modification munition will significantly increase the security of a prison, jail orotherwise sensitive area.
Delivery Means: Hand thrown or launched
Operational Strengths: No additional equipment required.

The "sting balls" used by the OPD were Defense Technology products but yes they were not concussion grenades even though thats what the media (mainstream and alternative) have been calling those things since Seattle.
