The text of this report starts after this overview, and sample of bio Weapons references.

Overview:

   The basics for food and shelter are the topics of concern to the homeless.  Of which I am one  From my own personal experience, I can tell you that food and proper nutrition can be much more of a concern than shelter.  But I shall address housing with some of my personal history , first. Please note that all of the mentioned programs can benefit dramatically by not only providing certain nutritional support and dietary changes, but by educated the clients about this and some of the sources of exposure to toxic chemicals. To often, people react to a financial crisis in their lives by "tightening their belt". This often reduces their "stability" and is "penny wise and dollar foolish" for the long hall. Cooking classes for the low income and food bank clients (by some of Seattle's professional chefs, that volunteered their services) are also worth duplicating. The classes were open to the homeless, as well. The food that was cooked was donated and the students eat their lessons.

The manner in which nutrition and the Low Dose Cumulative Effects of Toxic Chemicals (LDCETC's) can effect an individuals health and psycological stability are also explored.

   But it must be remembered that in some instances, the damage is done and there is no other recourse but to medicate.  Some of this has been shown by the research work and brain scans (143B) done by Dr. Amen 143 and his work concerning Violent Behavior 143A.  However, I am not aware of any comparative studies using diet (149) against medications, and or other treatments (M50).

   There is also a large volume of work and research with toxic chemicals being a factor with violent behavior.  But as Prof. Garth Nicolson (67) and Police Chief Mike Dunbaugh (139) have said, the reasons for such behaviors and illnesses can be varied and needs to be considered from a "multi-focal perspective".

   The housing for the homeless population can be patterned after other successful models in various parts of the country.  One method that I am some what familiar with is in Seattle, Washington.  

   The basic core of it is the WHEEL/SHARE Program.  Fundamentally, they acquire houses that are rented out to low income and I believe some section 8 clients.  There can be four or more renters.  But there is no reason that eight people could not "board" in one home.  This approach builds equity, of which can then be re-invested into acquiring more homes, to be rented or boarded out.

   Another offshoot of WHEEL/SHARE is called "Night Watch".  There is a store front that is rented in the downtown area and servers to coordinate the available beds at various shelters.  Many of which are churches.  Clients show up at Night Watch and "get a number", much like when waiting at the DMV or a bakery.  As beds become available, numbers are called.  If a client "messes up" at one shelter, it is can be reported "centrally" to Night Watch".  This can greatly reduce "confusion" and can reduces "risk" for the entire community.  This can be used to "Weed Out" trouble makers. There was a proposes computerized tracking system, that was controversial. I am not sure of it's present status there. But in view of terrorist being known to "use" such public services, it is a good idea. The Homeland Security Office might be interested in funding such ventures. It would appear that many of those that were opposed to this were political activists that blame government, Corporate America and institutions such as the Bohemian Grove for all of the worlds ill's (146B). They have no true comprehension of "American Roulette" and it's progestational nature with terrorism. Be it Timothy McViegh, Bin Laden or the World Trade Organization Protest.

Excuse this rant, but I feel it worth saying. It is a fundamental problem in the underlying perspective in many classes of our societies. With out justice, their will be no peace. To stop terrorism, we must root out the underlying causes and lending some truth to the perspectives of the under-classes. To often, the misconceptions held as truth are used to manipulate individuals and masses. At other times, these misconceptions fuel extremely tragic events. This needs to be exposed.

Corporate America, the government and or the Bohemian Grove, are not entirely responsible. They could not do anything with out us. Any child could grow up to be one of "them". It is the American Dream to be successful. In reality, "they" are "us" and "we" are "them". But more than the cream has been rising to the top, in America.

We are greatly handicapped by our rationalizations, denial and ignorance of what I have come to call American Roulette, rooted in Red Collar Crime. I do not advocate a protest (146B), but a petition to the leaders of Corporate America that meet every year at the Bohemian Grove and others. A petition to restore the check to the balance with criminal charges. Granting some of the State agencies some "clout" (39, 56, 57, 58) to help correct some of the problems in our health care system (45,, 46, 54) would be a good start.  "Clout" that State officials claim not to have (55) !

Using a revolver with one loaded chamber and pointing it at someone's head or your own after spinning the chamber, and pulling the trigger is known as Russian Roulette. We Americans have changed the rules a bit and use various products. Most especially toxic chemicals. The ultimate poker game, where lives are bet against the almighty dollar (1).
And the responsible parties are not held criminally accountable. “Red
Collar Crime” as I have come to call it, is "American Roulette".
Little regard is given to the value of life, in comparison to the cash.

It really does not matter if the lives are other American's , or foreigners.

An good example of this is Firestone Tires. It is owned by the Japanese and does not back track to the regular Corporate America scenario. Over two hundred cases were settled and the records sealed, before some one put an end to it by "leaking" the information to the correct agency. Each of the cases that were settled had to have a number of people that knew more would die, if it were not stopped and tires recalled. Even the victims had to know that more would die. Yet, they took the money and sealed the records. Hundreds of them ( 1).

Many in the Middle East have another way of dealing with such infractions. Historically, if a house collapsed killing it's occupants and the a worker could be shown to be at fault, the house is rebuilt. With the responsible person entombed in it. Now try to explain Firestone tires to them. It would seem that the Japanese have learned to play American Roulette, while we as a people deny it's existence. But Bin Laden's response was heard and poorly understood on September 11, 2001.

Red Collar Crime defined - Death resulting from the inaction of another. A "failure in a duty to rescue" is a first degree criminal misdemeanor (33, 57).

Infidel as defined by Bin Laden : one that betrays a moral obligation or sacred trust. Example - Firestone tires ( 1). But "Ain't that America", every thing is for sale (101).

That ends my rant and this report will now redirect it's attention to some of the homeless services, in Seattle.

   There is also a "Tent City", of which is another aspect of WHEEL/SHARE.  If a "mobile tent city" could be organized, there is little reason that it could not be moved to "trouble spots" in a community, to help "clean up the neighborhood", while providing a safe and secure are for the "houseless" to sleep.  This is one key aspect of what can be developed.  I would suggest that there be one stipulation.  Residents should be required to agree that they will not "pack rat".  Being that a general rule of not carrying any more possessions into the camp area, that they can carry off with a one hours notice.  Most of the "unsanctioned" homeless camp sites have been plagued with "clean up costs", when they are shut down.

  Besides the religious shelters such as the Lutheran Compass Center and others, there is a  central homeless shelter, in downtown Seattle that has a variety of services.   It is called the "Downtown Emergency Service Center" and a completely separate organization from WHEEL/SHARE, Tent City and the Aloha INN. I have been clean and sober since participating in their recovery program, back in 1985.  At that time, the recovery aspect was over seen by Leroy Helms (deceased). Leroy was my mentor.  He had told me that he spoke of me often, because of my asking him to hold onto four hundred dollars, when we first met .  I was living in the street and afraid that I was going to spend the money on "catching a buzz". Though I have been in and out of the street since I was fifteen, I had not been homeless since 1985, until 1999.  But I have been on disability and homeless now, since 1999.  The truth is that I had never been homeless for this long (over three years now), even when I was using drugs and drinking.   Because of a 12 Step tradition known as "anonymity", I will not say to which one it is that I " belong".  Though I could "claim membership" to a large number of them .  

   I have encountered some additional programs that use the 12 Step programs and nutritional support.  One of which has a twenty year history with a proven seventy-five percent recovery rate.  Compared to the three out of thirty-six recovery rate of most programs that only use the 12 Step Programs, with out the nutritional support.  It would be a cost effective addition to that program, with a Return On Investment.

 The fact is that the 12 Step Programs do not lend their names nor endorse any treatment.  It would be against the 12 Traditions of each of the 12 Step Program.  It is not my intention to recommend the Recovery Center, nor a book titled "Food For Recovery" (82% recovery rate) over another.  But rather the types of treatment.  Frankly, those that use nutritional support with 12 Step Programs have a dramatically higher recovery rate.  Even though I have not been able to afford all of the recommended supplements and vitamins, I have had an improvement in my recovery since using what I can.  Even though I have not stopped drinking coffee and or smoking. (Both are highly recommended).  In fact, just the changes in my diet have shown an improvement in my over all health and "chronic condition".  This has included the avoidance of "fast and or junk food".  Along with abstaining from "packaged" or "institutional food".  In short, eat organic (Vegan vegetarian) and take your vitamins.

   One of the other homeless programs for transitional housing is known as "The Aloha Inn", in Seattle.  It is self governing and a HUD Pilot program that now has over ten years of a successful history.  The clients themselves vote at regular "community meetings".  There is also an "Intake Committee".  When applying to the Aloha Inn, a client must go through an admissions screening (operated by clients) that is much like a job interview.  If a client is not accepted, they do not have to be told why and there is a waiting list for this sixty room, rehabilitated hotel.  Of interest here is the requirement to sign a contract that is individually tailored, in many instances.  One requirement is to save a percentage of money and show the bank account at regularly scheduled intervals.  These personal accounts are savings for the individual client to "get back on their feet" and back into the "mainstream of society".

Many of the "hard core homeless" do not like the Aloha Inn because they are routinely denied admission. Most non-profits can not legally discriminate as to whom they give services to. This program is an exception. It is more accurately called transitional housing. To describe it as a homeless shelter is a misnomer. Most of the clients at the Aloha Inn have a job or are between jobs. A part of the Intake concerns job history, past residencies, personal references, and criminal backround check's. This is required of all applicants. And I reiterate, this is a HUD sponsored program.

Some clients have been granted admission after being in a drug and or alcohol treatment center. There contracts require them to remain clean and sober, while attending at least three 12 Step meetings, per week. While I was there, some individuals that did not have that "stipulation" did go out for dinner and a movie, with a couple of drinks. I must emphasize that they would have tested under the legal .08 for alcohol, if they had been tested. Many people might think this contradictory, but it is not. When an alcoholic returns to the real world of society, they will be confronted with the same. It can be most beneficial for them to experience this in a controlled environment, while they adopt to such confrontations. Besides, it really is not fair to curtail the activities of other working and functional adults because some of the others "have a problem". There were many other counseling resources and benefits made available to the residents by a central counselor that referred people out. From opening a bank account to bus tickets, help with resumes and many other services. There were just to many to list.

There actual rules, procedures and general structure out line consist of a folder that I have kept that is a couple of inches thick. But I would expect it best for an interested agency to inquire with HUD about this, if interested.

   Much of the information in regard to these programs in Seattle can be found at the "Real Change Newspaper web page.  How ever, their Past Issues web index is devoid of the June 28-Juluy 11, 2001 issue, for a reason. It documented some of the problems with the WHEEL/SHARE program and tent city. Even though SHARE does more that other services for the homeless, with only one fourth of the budget. One concern mentioned in the article titled, "Trouble at share" (June 28, 2001), in a section titled " Shelter shape-up" is worth noting. The homeless newspaper (written by the homeless) make mention of "Hey SHARE, be fair: Some sources (which have remained anonymous for fear of retaliation) reported being threatened or barred from shelters simply for disagreeing with staff". SHARE's reply is stated as "this is a minority opinion,and there's been no chance to directly address these grievances". Please note that I have been in Sonoma County, California since 1999 and was not interviewed for that article. But while I was staying at the Aloha Inn during January of 19997, I had such a run in with them. I had reported my roommate for suspicion of being a male prostitute, while he volunteered at a youth shelter. They did everything they could to "cover it up", including making false representations about myself to discredit me. Seems that little has changed, in that regard. The Catholic Charities (housing) was/is the "responsible party, with the "cover it up", as they over see the Aloha Inn. That's another can of worms, there. But Flo Bowman (of whom operated the Aloha Inn) has been with the SHARE organization for years. In fact, the Tent City had their tent stored at the Aloha Inn. But I had never been able to get that "cover it up" investigated by the Catholic church, HUD or Senator Kohl. All of whom I had sent complaints to. I have since discovered that SHARE was instrumental in getting Kohl elected.

  The people that make up the "Homeless Community" are not the same.  Many are good hearted  people with some very kind ways.  It can a true challenge to pick many of them out of a crowd as being "homeless".  They do not stand out on the street, but blend into the community.  I am referring to this classification as "Houseless".  Then there are the "Homeless".  Many of whom carry their bed rolls with themselves,.  Often stumbling drunk, begging money (panhandling) and being a general nuisance.

  Maybe it would be less offensive to some if I categorized this as "Homeless" and "Nuisance".  Frankly, I could care less.  I am writing this because I am again homeless myself and a distinction needs to be made.  Moreover, I have been very impressed with some of the antics of the nuisance type homeless, myself.  In a rather negative way.  But in all fairness, the deck is "stacked" against them.  In fact, a little over seventeen years ago, I was one of them, myself.  

   According to Maslows Theory of Basic Needs, a stable and functioning member of society must have their needs met for food, shelter and safety, among a few others.  Such as affection and compassion.

   The fact that many cancers and chronic illnesses have been shown to be diet and lifestyle related makes it a simply proposal that emotional stability is also.  Therefore, diet (proper nutritional support and supplements) and avoidance of toxic chemicals are paramount. In fact, the most often prescribed drugs known as SSRI's (Prozac, Paxil and Zoloft) have been shown to be no more effective than sugar pills (148), while having many unpleasant side effects (61, 62).

   Trying to live on a "fast and or junk food diet" can in itself be a determining factor of emotional and psychological stability.  In many instance, the food that is given to the homeless is a part of the problem.  In other instances, it is the food that the homeless and houseless buy themselves, when they have the money.

   There are naturopathic treatment, using nutritional supplements that have a much higher recovery rate.  One is discussed in a book titled, "Food for Recovery".  The author claims an 82% recovery rate for drug and alcohol addiction, when used with the 12 Step Programs.  As does the Recovery Center ( 63), with a twenty year history, with a proven 72% recovery rate for addictions.

   More over, there are other psyche programs that show a superior recovery rate with mental illnesses (116 , 117, 119) and a Return On Investment (118 PDF). 

   It is also worth noting the toxic chemicals that the Center For Disease Control has found in many Americans and "is of concern" to them (21, 22, ).  This may very well play a role in many of the "dysfunctional clients" of both the homeless and mental health care systems (11, 14, 15, 16, 17, 18, 19, 122).  Therefore, education in regard to diet, nutrition and toxic chemicals need to be a part of any plan and or structure that is intended to "help" these clients. 

    The fact is that of the over 1,400 chemicals known to be associated with cancer, less than 6% are "tracked (145B).  Even so, of the 27 chemicals that the Center for Disease Control did test for (144, 145) they say that there is a problem.  The ways and means of that this phenomena has occurred constitute a report in it's own right ( see reference material 128 - 137) or The Toxic Report.

   By simply gleaning information from books such as "Our Stolen Future (17)", "Toxic Deception (81)", "Diet for a New America" and "Fateful Harvest(28)" (to name a few). A simple and effective "cheat sheet on toxic chemicals" can be produced to educate these clients.  Another excellent source of information are a number of web pages that have verifiable information on this topic ( , 94, 19, 26).  There are other sources of information, as well (71, 82, 83, 84, 85).

   But it must be remembered that in some instances, the damage is done and there is no other recourse but to medicate.  Some of this has been shown by the research work and brain scans (143B) done by Dr. Amen 143 and his work concerning Violent Behavior 143A.  However, I am not aware of any comparative studies using diet (149) against medications, and or other treatments (M50).

There is not a magic bullet.  But rather, a combination.   In fact, it could very well be that only a few of the "master digits" could combine to be a causative agent, in many circumstances.  The immune system (and psyche, mental health) is only as strong as the weakest gene. If the "strain" is not reduced, it will manifest as a "symptom". Be that arthritis, asthma, mental illness or what ever. More over, the variance of the LDCETC's can also be a factor. As can various infections, including subclinical mycoplasma's.

  Bill Moyers of the Public Broadcasting System (Trade Secrets 26) was tested for 800 some odd chemicals.   Over 80 toxic chemicals were detected. There are more variable for a reaction than the pick six lotto, in one patient.  So conversely, the LDCETC's could easily be the deciding "factor", rather than genetics.  Or it could easily be a combination of both,.  Depending on many variable.

   Between the side effects of a medication and or diet and or toxic chemicals with subclinical infections also playing a part (67).  It can be very difficult to evaluate a patient.  Most especially when many doctors are only given a fifteen minute evaluation time.  In many cases, even one hour is not enough.  And the needed testing for the mycoplasma's that can subclinically infect the nervous system (MBY25-32) are not readily available and very difficult to do, accurately.  The history of these mycoplasma's goes back as far as a mummy that is believed to have dies from such an infection.  Though the predisposing factors at that time were parasitic infections and or malnutrition.  Today, we must also consider the Low Dose Cumulative effects of Toxic Chemicals as a factor.  Regardless, there are a number of reasons that what has been learned about them over the last fifty years has been kept from the medical community (74) and verifiable by filing Freedom of Information Acts (HMBW).  It must be remembered that many of the Gulf War Vets that have finally been given disability because of their being exposed to "Weaponized Mycoplasma's" (genetically spliced) were at first treated with nothing more than Prozac.  So the Truth Behind SSRI's is also of importance (126).

   The AB 1421 State Bill of California, now in the Health and Human Senate Subcommittee for forced psyche medication an involuntary commitment is another issue of importance.  The homeless population will take the brunt of this, if passed.  But it has a far reaching potential.  So consider the following. Over 200,000 people die each year from prescription drug reactions and another 80,000 die from medical malpractice, while 41,000 die in auto accidents (60).  And Bad Doctors Going Unpunished",00 State medical board says S.F. Kaiser tried to hide physicians mistakes (45).

Besides this, the State of California does not have enough money for half of the patients that are seeking psyche care. Now how is it that they are about to pass legislation to medicate those that do not want it ?

   There is also the web page of Linda Peeno MD (20a) of whom gave sworn testimony to the House of Representatives on the subject of "Denial of Health Care Services"(20b), on a National basis.  Especially "mental health care denials" (20a). In the California Sonoma County area, the State Department of Health had found Sutter Hospital to have repeatedly violated the Federal "Anti-Patient Dumping Law" (50, A, B, *C*, D).  This might be a factor in five other local health care agencies going bankrupt (53).  They had "played by the rules".  Also of note is the fact that Sutter Hospital also operates the Emergency Psyche Ward, known as Norton Center by contract, for the County of Sonoma (70A, 70B).  There are a number of stories concerning the denial of psyche care that have resulted in deaths (138).  And evidence that that false police reports have been made in efforts to create a false paper trail, while illegally denying psyche care (138C).

Please note that I have also been denied psyche care in Seattle (1997-1999) and had problems in Cleveland (1996). Even though I am on Social Security with a mental disability, I am being denied psyche care in Sonoma County, CA. And have been for the last two and one half years.

The Sonoma County Grand Jury had been investigating mental health in Sonoma County. But the chairman Judge Lawrence Sawyer (707-565-7040), had threatened to have me arrested if I do not leave these mental health issues alone, go to the clerk of courts or the counties law library. Sawyer was the chair of the Sonoma County Grand Jury. That was "investigating mental health". (Substantiated by my psychiatrist that made the appointment for me to see the judge, as noted in psyche chart of 9-9-99.

For some strange reason, my psychiatrist Dr. McQuade, had to resign. His last notation in my psyche chart records his advising me to seek psyche care else where 12-10-99. To this date (5-22-02) I have been unable to see a psychiatrist, even though I am on Social security with a psyche disability.  

Documentation including court records where perjured statements were given and the cited reason for denial of care and an "evaluation for behavioral modeling medication" given was "because of my behavior". It was because of my behavior, even though I submitted evidence that it never happened (Mary's Sworn Statement). The judges reply at the hearing to me was that I was in an "Administrative Court of Law" and needed a lawyer to take this to a "Civil Court". He was "sorry", but he could not help me", even though I had evidence that the County of Sonoma and it's employees were committing fraud and perjury. The judge also said that a "Criminal Court" could be tried. But that he thought it was very "improbable", as these occurrence are common and criminal charges are not utilized. Most people that can prove such a situation "settle out of court" and "allow the records to be sealed"(1). Please note the dates of Mary's statement is May 9, 2000 and the "Fair Hearing" State of California was on 7-25-00 (Hearing No.: 00174213). PLEASE COMPARE WITH THE DATES OF THE DEATHS FROM a, b, c, d, AND e.

   It is almost as though the denial of psyche care is intended to create the impression of a National crisis, with regard to the violently mentally ill ?  That would most certainly seem to be the case from what I endured on 3-23-99.   It is because of the complex nature of the manner in which this is done, that it has not been exposed nor proven, very often.  But even with the evidence that I am presenting next, I can not find a lawyer that will help.  They say that it is "just to complicated".

Court Filing from 3-22-99 by a medical doctor stating that she thought that I was "mentally and emotionally labile"

The entire complaint a, B., c also mentions another doctor that thought that I was a danger.

 The Santa Rosa Police refuse to release that report with all of the information and names, with out a Court Order.


The police report and court filing, when compared to my psyche record of 3-23-99 show's that my psyche chart was "slanted". That the doctor put false statements in my chart, in a fraudulent effort to avoid liability for negligence, malpractice and "denial of Emergency Psyche Care".  Of  which started with a Santa Rosa Sutter Hospital Family Practice office visit, on 3-17-99.

Judith Huff MD (707-433-0125) is a Psychiatrist, of whom has publicly stated that she too believes that the vast majority of police shooting's (in Sonoma County) are actually due to "inadequate mental health care (70A, 70B).

After being denied Emergency Psyche Care myself on 3-23-99 I have no doubt that the "psyche care" in Sonoma County has been a factor in many deaths (a, b, c, d, e, f) while the "authorities" refuse to investigate toxic chemicals as another factor (42) in any of these deaths, as documented in an e-mail from the city of Santa Rosa (California) police chief.

Project Censored exposed the national plan of the pharmaceutical industry to "forcibly medicate Americans in all 50 states", last year (124, 123). Now I do wonder what Jonathan Stanley of the California Treatment Advocacy Coalition might have to say about this perspective ? But I have included in the reference material, evidence that "Soft Money" might have influenced the "perspectives" of many individuals.  From what I have read in the cited reference material, there appears to be  a "money trail" from the pharmaceutical companies to the author of AB 1421, from the California State Assembly, by way of NAMI (68, 123).  Though the author Helen Thompson, does not seem to understand the "slanted presentation" that was given to her, to create the bill.  So it can now appear that her "greed" for "soft money" was the main factor.  From what I have learned of her, I doubt this.  She has the reputation of a caring individual that wants to help.  Unfortunately, she was not (and may not be) aware of the prior cited treatment models, using nutritional support. Nor the influence of toxic chemicals (considering the repressed information on that) and mycoplasma's.
