The US must prepare for potential terrorist attacks "vastly more deadly" than the September 11 strikes, the US defence secretary, Donald Rumsfeld, said yesterday.
Amid evidence that the al-Qaida terrorist network may have been studying US nuclear plants, dams and water supply systems as potential targets, Mr Rumsfeld said the danger will grow if terrorists are allowed to link up with rogue nations willing to provide them with nuclear weapons.

"These attacks could grow vastly more deadly than those we suffered," he said, suggesting that the answer may be pre-emptive strikes. "The best, and in some cases, the only defence is a good offence," he said.

Justifying the administration's proposal for a $48bn (£34bn) increase in the defence budget, Mr Rumsfeld said: "Our job is to close off as many of those avenues of potential attack as is possible."

His remarks came after FBI warnings that al-Qaida might have been studying dams and water-supply systems in preparation for new attacks.

In a report to Congress made public on Wednesday, the CIA director, George Tenet, said rudimentary diagrams of nuclear weapons were found in a suspected al-Qaida safe house in Kabul.

A report claiming that al-Qaida was attempting to transfer to Lebanon was denied by British diplomatic sources.

The report cited intelligence sources as saying that a leading al-Qaida figure, a Yemeni known by the alias Salah Hajir, visited Beirut two weeks ago and met representatives of the Lebanese Shi'ite organisation, Hizbullah.

It said that Hajir also met the Usbat al-Ansar group, which has previously been linked to al-Qaida and is reportedly based in the Palestinian refugee camp near Sidon.

A source familiar with British intelligence reports on terrorism told the Guardian he had not heard anything about the alleged transfer to Lebanon.

Bush asks Daschle to limit Sept. 11 probes

WASHINGTON (CNN) -- President Bush personally asked Senate Majority Leader
Tom Daschle Tuesday to limit the congressional investigation into the events
of September 11, congressional and White House sources told CNN. The request
was made at a private meeting with congressional leaders Tuesday morning.
Sources said Bush initiated the conversation.

He asked that only the House and Senate intelligence committees look into
the potential breakdowns among federal agencies that could have allowed the
terrorist attacks to occur, rather than a broader inquiry that some
lawmakers have proposed, the sources said Tuesday's discussion followed a
rare call to Daschle from Vice President Dick Cheney last Friday to make the
same request.

"The vice president expressed the concern that a review of what happened on
September 11 would take resources and personnel away from the effort in the
war on terrorism," Daschle told reporters.
But, Daschle said, he has not agreed to limit the investigation.

"I acknowledged that concern, and it is for that reason that the
Intelligence Committee is going to begin this effort, trying to limit the
scope and the overall review of what happened," said Daschle, D-South
Dakota.
"But clearly, I think the American people are entitled to know what happened
and why," he said.
Cheney met last week in the Capitol with the chairmen of the House and
Senate intelligence committees and, according to a spokesman for Senate
Intelligence Chairman Bob Graham, D-Florida, "agreed to cooperate with their
effort."

The heads of both intelligence committees have been meeting to map out a way
to hold a bipartisan House-Senate investigation and hearings.

They were discussing how the inquiry would proceed, including what would be
made public, what would remain classified, and how broad the probe would be.

Graham's spokesman said the committees will review intelligence matters
only.
"How ill prepared were we and why? We are looking towards the possibility of
addressing systemic problems through legislation," said spokesman Paul
Anderson.
Some Democrats, such as Sens. Joseph Lieberman of Connecticut and Robert
Torricelli of New Jersey, have been calling for a broad inquiry looking at
various federal government agencies beyond the intelligence community.
"We do not meet our responsibilities to the American people if we do not
take an honest look at the federal government and all of its agencies and
let the country know what went wrong," Torricelli said.
"The best assurance that there's not another terrorist attack on the United
States is not simply to hire more federal agents or spend more money. It's
to take an honest look at what went wrong. Who or what failed? There's an
explanation owed to the American people," he said.

Although the president and vice president told Daschle they were worried a
wide-reaching inquiry could distract from the government's war on terrorism,
privately Democrats questioned why the White House feared a broader
investigation to determine possible culpability.

"We will take a look at the allocation of resources. Ten thousand federal
agents -- where were they? How many assets were used, and what signals were
missed?" a Democratic senator told CNN.

I don't think "complacent" is the word I would use -- more like "stupefied into a quaking jelly". Which is already close to the case.

It seems to me that much of this article is simply a repeating of government propaganda. All of the supposed discoveries of what is being found is mostly shit to keep everyone scared, so that no one will protest the huge tax giveaways to the military-industrial complex.

If Joe Lieberman is involved in any investigation you can be sure that his political interest will take priority over any thruth. He is the gungho buddy of the racist pig Sharon, who is an advocate of the "Transfer." policy, whereby all Palestinians would be forcebly shipped out of their country.

Lieberman and Sharon beleive that all Jews are the "chosen ones" and that all Gentiles are lesser humans. Lieberman has recently said that th U.S. should go to war against Iraq, even if no other country joins us. The bombing of any Arab/Muslim country would be fine with both of these warmongers. It is not enough for them that we are now killiing more children, every month in Iraq than was killed in the terrorism of the twin towers.
