How To Lease A Tenant

Oakland,Ca-A recently discovered document among a large pile of released court documents reveal that the Oakland Housing Authority may have been marketing tenants as something to be "LEASED" in their strategy to promote Section 8 Housing Vouchers. The document titled: Owner Bulletin-January 2000; starts out with the notice of numerous reports that some property owners or managers are charging additional"under the table" payments, to the tenants being subsidized by the Section 8 Certificates. It then goes on to inform the landlords of a new program called the Housing Choice Voucher Program, and offers sessions on; *How To Lease A Tenant With A Housing Choice
Voucher. The bulletin also mentions other subjects that the sessions offer, including how to fill vacant units at market rents (how to squeeze the most out of a tenant).

Indeed, if it turns out that the Oakland Housing Authority
may be marketing it's tenants as something to be LEASED,
they have a great marketing ploy to use to their advantage. Section 8 Tenants come with a one year lease, and may easily be discarded with a "90 Day Notice" by the landord who desire's to stop the subsidy to any given unit in their building, while maintaining the Section 8 Subsidies in the other units of their buildings. Unlike other renters who may withold their rents because of "uninhabitable conditions" or the right to use the "repair and deduct remedy", the Oakland Housing Authority forbids it's leased out tenants with Section 8 Vouchers from exerting such rights that other tenants normaly have in Oakland. According to the Oakland Housing Authority, only the landlords have the right to turn off or on the flow of money to the subsidized unit once the renter moves in with a Section 8 Voucher. The advantage of leasing a tenant with a Housing Choice Voucher, is that the landlord gains control of tenants that have very few rights if any at all compared to other tenants, and is guareenteed monthly payments from the Government. The real clients of the Oakland Housing Authority who actually control the Section 8 Vouchers are the landlords. The tenants choose when or where they want to move, but the landlords control the flow of the money, and can turn it on or off like a lightswitch at any given moment.

The Federal Government came up with the idea for the
Housing Choice Voucher Program during a period in which
the Section 8 Program became totally corrupted by the landlords who were forcing renters to pay more than their contracts required and the stories became breaking news. In Oakland, the Section 8 Scams hit the news during early and mid 2000, with a number of media stories in the Tribune and East Bay Express. One of the Tribune stories mentioned how one renter by name of Alta N. Adams, had to pay an extra $300.00 per month (under the table) to her landlord Floretta Chisom for 13 years, and had receipts to prove it. Ms. Adams received an eviction notice 10 days after she refused to pay any more money into the rent scam. The scams were so wide spread in Oakland during the
year 2000, that on Soul Beat Cable 27, Chauncey Bailey had a week of callers publicly revealing that the rent scams were happening from 38th avenue to as far out as 98th avenue. Renters told of facing eviction if they refused to pay more than their Section 8 Contracts required. It was no secret, and the abuse was widespread. This was terrorism for renters in a housing market that had little to no vacancy rate in Oakland and the surrounding areas.

On top of that, Public Housing Projects became demonized
as little more than havens for drug dealers, and the "1 Strike Policy" came into effect under Bill Clinton in 1996.
Overall, it became a hard sell to promote subsidized renters to many landlords, especially if they felt that they would be deprived of market rates. Agressive marketing ploys to keep the much needed Subsidized Housing Programs going were approached to convince the landlords that they may profit on subsidized tenants through the new Housing Choice Voucher Program which allowed the tenants to pay more than 30% of their income for rent.
The old Section 8 Certificate Program only allowed the renters to pay up to 30% of their income for rent.

The concept of LEASING out people is nothing new. But usualy when someone is being leased to another, they are informed, and aware of what has transpired. If the Oakland Housing Authority markets tenants as something to be LEASED, the tenants theirselves are not aware of it.
In a call to someone in the Leased Housing Department (OHA) on Thursday November 15, 2001, I had a short discussion with someone about this issue, and I could not get much information regarding the sessions of teaching landlords "How To Lease A Tenant With A Housing Choice Voucher", and instead was asked not to make a political issue out of it. The Oakland Housing Authority helps out
over 10,000 needy families, do a wonderful job in
helping others out, and I am not here to give them a hard time about that.

The concept of leasing out humans is nothing new in this society. The Oxford Dictionary defines lease as; an agreement by which the OWNER of PROPERTY rents it for a specified time. When considering that corporations can actually patent life forms and the human D.N.A. sequence, it is enough to raise the question of who owns you. It may be that people have become accustomed to being treated as objects of value. How many in Oakland have been shuffled around by the eviction for profit system, where landlords trade one human for another because in this society some humans are valued more than others? People Lease is a dot.com corporation that teaches companies how to fire their workforce, then LEASE them back through them. Then there is Labor Lease out of Naperville Ill, who lease' out driver's to different trucking firms, and lets not forget about the Convict Lease System.

In recent days American Citizens are being treated as prisoners by those that demand the right to read their mail and eavesdrop in on their phone conversations with others. Cameras surveil most of us whenever we enter stores, buses, trains, and planes. We have a President in Office that was not elected by the people, and the nations democratic process is being fast tracked to the WTO by the gang in Washington that claims to be protecting our rights as they shred the Constitution. Uncertain times...

In times like these, one must question what it means to be free, leased by others, and whether or not we really do own are own bodies.
