First (something general about disease organisms)
It's a common misconception that just any old biological agent is a good candidate for "germ warfare". What you have to consider is that if an organism CAN live and multiply under certain environmental conditions then it probably is already present. If not, simply spreading a lot of its spores, etc. is unlikely to get a self sustaining epidemic going (ie: they'll die off faster than they successfully multiply).
The Afganistan-Pakistan border is high elevation, cold, and dry. Not exactly ideal conditions for an organism native to where it's hot and humid. Now if this were a report claiming "haemerophagic fever" (endemic Korea, SW US, etc.)

Regardless of how nefarious you consider the US, the folks who run wars here aren't stupid. A generally accepted principle is as much as possible, try to make the contest one in which your advantage is greatest. In other words, you want to try to keep the "rules of how we fight" (for both sides) where YOU benefit by them. The US advantage is biggest in expensive high tech weaponry so you would find it very strange indeed to see the US introducing "cheap" alternatives.
Evidence of haemorrhagic fever IS being reported. Furthermore, cold and arid conditions notwithstanding, the hot and humid climate preferred by the Crimean-Congo bug is still present within the human body. With Afghanies fleeing the country by the millions over the last few weeks, an epidemic along the human vector is now possible in the entire region.
You think the CIA wouldn't approve? Further destabilization of Central Asia is exactly what they want for their 20 year plan to further break up Russia and the Middle East, and to start the same against China.
The CIA may not have caused this outbreak, but they certainly won't stop it.
