Michelle Kubby, wife of Steve Kubby, alleges that Steve Kubby is the victim of crime in Placer County Jail. She alleges that Steve Kubby is the victim of a criminal conspiracy by Placer County District Attorney Bradford R. Fenocchio and Sheriff Edward N. Bonner and Deputy District Attorney Christopher Cattran to violate
California Penal Code Section 673 by inflicting cruel and inhumane treatment upon Steve Kubby.

Section 673: It shall be unlawful to use in the reformatories, institutions, jails, state hospitals or any other state, county, or city institution
any cruel, corporal or unusual punishment
OR TO INFLICT ANY TREATMENT
OR ALLOW
ANY LACK OF CARE WHATEVER
WHICH WOULD injure or IMPAIR THE HEALTH OF THE PRISONER,
inmate, or person confined.
Any person who violates the provisions of this section or who aids, abets, or attempts in any way to contribute to the violations of this section shall be guilty of a misdemeanor.

GUILTY OF CALIFORNIA PENAL CODE SECTION 673?

It shall be unlawful to use in the prisons, any cruel, corporal or unusual punishment or to inflict any treatment or allow any lack of care whatever
which would injure or impair the health of the prisoner, inmate or person confined.

The person of a prisoner
sentenced to imprisonment in the State Prison is under protection of the
law,
and any injury to his person, not authorized by law,
is punishable in the same manner as if he were not convicted or sentenced.
Please also read California Penal Code Section 6102: The primary purpose of the medical facility shall be the receiving, segregation, confinement, treatment and care of males under the custody of the Department of Corrections who are (d) suffering from any chronic disease or condition.
Section 6101. The Medical Facility shall be located in the northern part of the state.
