He is easily recognized by tenants as both a body guard for the company and an intimidator of tenants, yet his full time job is as a lieutenant in the Palo Alto Police Dept. Page Mill also sent an employee on more than one occasion to tear down "tenants' rights" flyers from the East Palo Alto neighborhood where the overbearing landlord owns apartment complexes.....
