A former operator of a micro-radio station, Watsonville Radio, addresses NPR executives Saturday during the NAB convention in San Francisco. The station, considered illegal by the FCC, was closed down. It was the only radio station serving this predominately Spanish speaking farming community in Watsonville, California....
