Calhoun wants to stop homeless people from asking for money on street medians. Especially, if the area is prone to liquefaction, Cumulative Pollution, has many toxic hot spots, and in general has no sound infrastructure. Add to that lack of transportation and the other Quality of Life elements that are lacking with Prop G and its Bayview Jobs, Parking, and Housing ballot measure - and you have a recipe that is bound to fail....
