According to my recollection, he was responding to the implication that we're 'buying' the complicity of other nations, with something about the outrageousness of such a statement because 'look what you're saying about those nations,' that they are able to be bought,' and then everyone laughed. My impression was also that he might have been trying to make a joke. Who can tell with this Orwellian admin?? ...
