"While the immediate reason water diversions are reduced in the delta is due to delta smelt being killed at the diversion pumps, the juvenile salmon are also out migrating through the delta now and are being killed by the pumps," said GGSA president Victor Gonella.

A single Peripheral Tunnel would still harm the Delta, and wouldn’t be cost-effective for the water-takers, according to Barrigan-Parrilla. The question with the portfolio-based alternative to the BDCP is, "Why would water contractors pay for a tunnel that would deliver less water?’"...

C-WIN’s Executive Director Carolee Krieger responded, “Governor Brown is not giving the full cost of the Peripheral Tunnels when he says it will cost $14 billion. The cost will easily exceed $60 billion by the time financing, cost overruns, mitigation, operations and maintenance are counted. Californians will spend billions for tunnels with not a drop more of water delivered to our cities and no benefits to the environment."

"My proposed plan is two tunnels 30 miles long and 40 feet wide, designed to improve the ecology of the Delta, with almost 100 square miles of habitat restoration," said Governor Brown. "Yes, that is big but so is the problem."

There is already doubt that they can afford to pay for the currently proposed tunnels, which would deliver between 4.5 and 6 million acre feet of water."
