Saddam's "threat" must therefore be much much smaller than in the period when he was using WMD with U.S. and British approval. That he now poses a "growing menace" justifying a war is therefore a misrepresentation of fact and a cover for a semi-hidden agenda....

This statement will make the relations between the USA and France get even worse. Richard Perle claimed that France was no longer an ally of the United States and NATO....

The only prospect of avoiding all of these effects, or minimizing them, is if the most wishful hopes of the warhawks are all realized, and the war really is very quick. That's not impossible. But the likely military plans will probably be designed to minimize US and UK military casualties, with heavy air bombardment, and that points toward heavy Iraqi casualties, even if there is an inclination of the Iraqi military to defect early....

In Costa Rica where they abolished the military over 1/2 century ago, Ticos (short for Costarricenses) "chill out" after listening to Dubya's state of the union speech. Ex Prez. Oscar Arias won the Nobel Peace Prize for his efforts in trying to bring about an end to the Central American conflicts in the 1980s including the "contra war" against Nicaragua run out of the basement of the White House, and oft referred to as "Secret War, Strategy of Terror"...
