Nearly two years ago, a Santa Cruz police officer injured a homeless man who was already in handcuffs, slamming him face-first into the ground. Caught on video by a bystander, the incident got a lot of attention and the SCPD promised to do a formal investigation. However the results of that investigation have been kept secret, and meanwhile the offending officer is still on the job with no apparent consequences....

SAN LUIS OBISPO, Calif.—The San Luis Obispo City Council authorized city staff Tuesday night to send a letter opposing the Santa Maria Phillips 66 rail spur project, which would bring mile-long oil trains carrying 2.5 million gallons of crude nearly every day through San Luis Obispo. For years the City used to give away unclaimed bicycles to youth in need through any qualified nonprofit, with the Bike Church hosting the distributions.
