San Francisco Mayor Gavin Newsom called for a moratorium today on medical marijuana clubs in the city after learning that one such clinic planned to open on the ground floor of a city-funded welfare hotel that is home to a number of recovering drug addicts....

Currently, ASA is aware of at least 24 city-wide moratoriums and three county
moratoriums that have been established by public officials to assess the
situation and decide how to proceed. While moratoriums do often prohibit the
establishment of new dispensing collectives, they also represent a commitment by
government to develop policies around this type of conduct....

Santa Cruz's tolerance for medical marijuana hasn't stopped it from
prosecuting providers who push the envelope too far, as in the case
reported below.
Also, on March 11, a Santa Cruz County jury convicted Roger
Mentch, a caregiver-cultivator who was arrested with 191 plants in
2003....

Sequoia National Park authorities have found
at least 40 marijuana fields in the last two years. Last year, five
undocumented Mexican immigrants were arrested in one of the fields,
according to a National Park Service investigator who did not want to be
identified....

Cannabis is included in Schedules I and IV of the 1961 Convention. According
to article 3 of the 1961 Convention, drugs in Schedule IV are those
considered particularly liable to abuse and to produce ill effects. Since
the end of the 1990s, scientific research on the therapeutic usefulness of
cannabis or cannabis extracts is in progress in several countries, including
Canada, Germany, the Netherlands, Switzerland, the United Kingdom and the
United States....

A Coarsegold man with a medical marijuana card faces felony drug
charges after agents from the Madera County Narcotic Enforcement Team
(MADNET) seized more than 200 marijuana plants growing on his property
mid-day Monday, March 8, plus more than two pounds of processed marijuana....

The marijuana was found after a neighbor called police to report Mangskau's
garage door was open but no one was home. During a check of the house,
officers found the marijuana growing in a room. Police told him they felt
he possessed more than the law allowed....

Assemblyman Greg Aghazarian (R- Stockton) is
sponsoring a bill that would make it a felony for parents to use
marijuana or other controlled substances in the presence of minors
under their care.

Assemblyman Mark Leno, D-San Francisco, is pushing a bill that would
allow California farmers to grow industrial hemp. That comes about a
year after the U.S. 9th Circuit Court of Appeals ruled the federal
government did not have the authority to regulate hemp under the 1970
Controlled Substance Act....
