The Department failed to mention that the reason for the depletion of the cold water pool in Folsom is largely due to the poor government management of our water resources in a drought. If the water had been better managed, there would undoubtedly have been more carryover storage in Folsom to maintain a cold water pool this year. A crowd of homeless supporters showed up at last night's ACLU meeting (outnumbering the Board by nearly 2-1 at one point).
