The 50 member executive council met every 3 months.
The PNC was considered a government in exile.
Any Palestinian born in Palestine before 1947 or born of a Palestinian father after irrespective of their birthplace was entitled to PNC membership.
People from Jordan, Syria, Lebanon and the Gulf States were included in the PNC. Many of these people were refugees from the war in 1948 Between the Israeli Army and Palestinians who lived close to Jewish settlers as well as parts of the land with extensive Jewish history.
