Renters and housing activists gather at San Francisco City Hall to celebrate the filing of an Anti-Speculator proposition for the November 2014 ballot which would end speculative Ellis evictions by levying a prohibitive tax on the resale price when the property is flipped.

to flip: buy and sell (a property) quickly and profitably using a fraudulent evaluation of its worth: "within one week of starting I flipped a property for a quick $3,000 profit."
--New Oxford American Dictionary

Four of the eleven SF supervisors put the proposition on the ballot: John Avalos, David Campos, Jane Kim, and Eric Mar.

The video has excerpts from all speakers at the rally. While Ted Gullicksen is speaking at the end, the completed papers for the Anti-Speculator proposition are handed to him and people then enter City Hall heading for the Department of Elections. The correct spelling for the speaker just before Ted is: Theresa Flandrich.
