Apparently SCR 911 has no public commenting policy for SCR 911 staff
Last Sunday I emailed the SCR 911 Board of Directors about SCR 911 Interim General Manager Dennis Kidd making a public personal attack on the integrity and character of private citizen Don Adams on the comments section of a Sentinel online news article — Mr. Adams alleged he had called SCR 911 about Shannon Collin's murderer loitering in the Broadway Street neighborhood where Collins was stabbed to death last May 7th. The Santa Cruz Police Department and SCR 911 deny Adams made such a call.
I asked for restorative justice for Mr. Kidd's unethical, unprofessional public comment. Also I submitted a California Public Records Act request for SCR 911 policy records regarding public comments by SCR 911 staff. Yesterday I received an email from SCR 911 Administrative Supervisor Marsha MillerAyers in which she directed me to the publicly accessible SCR 911 policies and procedures on their official website. I saw no policy nor procedure which applied to Mr. Kidd's public comment.
Now I am requesting that a new SCR 911 policy about staff making public comments, especially on the Internet, be crafted and posted in the policies and procedures on SCR 911's official website.
I asked for restorative justice for Mr. Kidd's unethical, unprofessional public comment. I received the copied email below from SCR 911 Administrative Supervisor Marsha MillerAyers in response to my California Public Records Act request for policy records about SCR 911 staff making public comments, especially on the Internet, about issues pertaining to the agency. Ms. MillerAyers provided me a link to the SCR 911 policies and procedures on their official website (which is accessible to the public).
I found no apparent policies and procedures applicable to SCR 911 Interim General Manager Dennis Kidd's public comment on a Sentinel Internet comments forum in which he attacked the integrity and motives of private citizen Don Adams — Mr. Adams alleged that he had called SCR 911 about Shannon Collin's murderer loitering in the Broadway Street neighborhood where she was stabbed to death last May 7th. Mr. Kidd's comment is again viewable in the PDF attachment at the end of this message of the online Sentinel news article where Mr. Kidd posted about Mr. Adams in the comments section.
Thus as per my prior request, I ask that your board initiate the crafting of a public commenting policy, especially for Internet posts, for SCR 911 staff when they publicly remark on issues pertaining to the agency in which they are effectively acting as representatives of the agency. I believe such a policy would prevent a repeat of Mr. Kidd's regrettable public comment against private citizen Don Adams.
I also ask that this new public commenting policy be added to the SCR 911 policies and procedures already displayed on the official SCR 911 website as described by Ms. MillerAyers below.
Thank you for your effective handling of this request to ensure that in the future SCR 911 staff conduct themselves publicly with the utmost integrity in ways that do not bring controversy and embarrassment upon the agency.

It just came to my attention that Scotty Douglass no longer works at SCR 911 as the general manager. Instead Dennis Kidd is the interim general manager.
Since I am lodging a complaint and request for restorative justice about the actions of Mr. Kidd, I ask your board to direct the copied email below to the appropriate SCR 911 staff, besides Mr. Kidd, to process. I believe your board is empowered to hear complaints about your interim general manager. Thus I would appreciate if your board would process my requests for restorative justice regarding Mr. Kidd's post on a Sentinel Internet comment forum where he personally attacked the integrity of private citizen Don Adams.
I believe my requests for restorative justice are even more important now that they involve the highest ranking SCR 911 official, making Mr. Kidd's Internet post even more indefensible.
Thank you for your effective handling of these requests for restorative justice involving your interim general manager.
