U.S. Navy decides to fast track the handover of Hunters Point Naval Shipyard, CAPPING it.

All over California the U.S. Navy has dragged itself - FAILING to clean up former U.S. Navy bases. During the War Effort the U.S. Navy often times conducted operations on the bases that adversely impacted thousands of acres. After Base Closures the U.S. Navy has been very slow to mitigate and abate the bases. Often spewing excuses and lacking sound leadership and responsibility. One such case in Hunters Point Naval Shipyard in San Francisco.
The United States Navy has been negligent and lacking in sound leadership and responsibility when it comes to the clean up, mitigation, and abatement of many U.S. Navy bases all over California.

In San Francisco the U.S. Navy has failed miserably to address the constituents of the Bayview Hunters Point - often dragging its feet and working behind the scenes to cover up and deceive the constituents of San Francisco in general and the Bayview Hunters Point in particular.

In the year 2000 there was an underground fire. It took a month before the U.S. Navy could address the situation. The U.S. Navy was fined but to date does not take responsibility for that and other crimes impressed upon the decent, innocent, constituents at large.

In recent times Keith Forman and Douglas Gilkey both U.S. Navy personnel, talk the talk but have failed to walk the walk. The over 980 acres at Hunters Point is very polluted and is a Superfund Site. Former contractors like International Technologies (IT) wasted millions of dollars while the U.S. Navy was pussyfooting around. Tetra Tech today is also been paid large sums of money in the millions while the U.S. Navy fails to adhere to time lines and strict standards and goals linked to sound, clean up.

Making things even more complicated the corrupt former Mayor, Willie L.Brown, Senator Diane Feinstein, Congressperson Nancy Pelosi, District 10 Supervisor Sophina Maxwell, a host of other idiotic so called representatives - forced the U.S. Under Secretary of the Navy to convey or turn over one of six parcels in the early 2000s - to be developed. This parcel was named Parcel A. They were helped by a corrupt Congressman John Murtha was is under investigation.

Parcel A was turned over to the City and County of San Francisco. Rapidly, turned over to the San Francisco Redevelopment Agency and immediately given to a Rogue Developer Lennar for development. The remaining Parcels B, C, D, E, and F (which the Bay) are all polluted - more the watershed that the U.S. Navy does not want to address at all.

The U.S. Environmental Protection Agency (EPA) has been very slow to address the concerns of the Bayview Hunters Point constituents. Preferring to address concerns linked to polluted sites far away but turning a blind eye to a site that is less then a couple of miles from their down town offices. The EPA has significantly contributed to the MESS at Hunters Point Naval Shipyard in the last ten years.

Recently, because some of us have put pressure on the Director of the EPA, Lisa Jackson we are witnessing some fake responses. Some concern that this and that can and should be done - but it is an effort too late because too many innocent human beings have died and thousands are suffering.

Does the EPA consider is right to compensate the victims - knowing very well that thousands have died and thousands more are slowly dying? So what is this last minute effort - hog wash? President Barrack Hussein Obama knows about Hunters Point and so do his advisers - what is his role on this critical issue?

The First People the Muwekma Ohlone have requested that the U.S. Navy clean up the Water Shed. As their Representative I made this request in writing and in open statements before Douglas Gilkey and Keith Forman - two U.S. Navy Representatives that are not worth their salt. I will be sending this article to them - as they seem to forget when reminded about pertinent issues.

The City and County of San Francisco has on its books the Precautionary Principle but has decided not to enforce this Ordinance. Adverse impacts have been felt by thousands of innocent constituents - stemming from the toxic dust, asbestos structures, radiological elements that have showed up on many of the tests conducted on the various sites.

One has just to read the U.S. Navy's Final Historical Radiological Assessment Report to fully comprehend the mess that abounds in and around the Shipyard. Many have not but continue to spill half truths. Others will NOT read the contents because they cannot comprehend. Still, other are lazy but big on spewing diatribe.

Our so called Representatives at the State, Federal, and local level could not wait for the entire Hunters Point Naval Shipyard to be totally cleaned. This was mandated by Proposition P and by over eight seven percent of the constituents of San Francisco. The Proposition mandated that the entire Shipyard be cleaned to Residential Standards.

Our present San Francisco Board of Supervisor have been asleep at the helm. They have to be kicked in the pants to force them to first understand and then act. They are greedy and many of them have taken large sum of money from Lennar. Leading the pack - Sophina Maxwell.

Greedy developers and Representatives waiting in line to fill their campaign coffers, made deals behind close doors to develop certain portions of the Shipyard failing to take into consideration the very polluted Shipyard and not fully understanding the consequences of radiological contaminants that are invisible to the eye.

Well, the Rogue Developer Lennar has adversely impacted a large area and a larger population. The Environmental Protection Agency has failed to address the situation at hand. So has the Department of Toxic and Substances Control. The Bay Area Air Quality Management District and the San Francisco Health Department. All this happening on Parcel A that is not under the jurisdiction of the U.S. Navy but the added operations of the U.S. contributed to the Cumulative Pollution and make the situation, worse.

The U.S. Navy has two very toxic sites Parcel E and E2 that the U.S. should have abated a long time ago. However, the U.S. Navy has been pussyfooting with these two parcels. The contents of the two parcels have caused very serious and irreparable damage to the Water Shed. The First People respect Mother Earth - and consider harming Mother Earth a CRIME more the Watershed that the U.S. Navy seems not to care about.

In recent months the U.S. Navy has deemed it necessary to conduct dog and pony shows. The Bayview Constituents have put the U.S. Navy when the first one was conducted at 1800 Oakdale on notice. The U.S. Navy had some exhibits and did not bother to say a word at the so called Open House. The rude U.S. Navy presupposed those viewing the exhibits would learn about the contents by OSMOSIS.

The same happened some days ago the YMCA in the Bayview. The U.S. Navy thought they could pull a fast one but those present - shut the meeting down.

The U.S. Navy better learn to work with the community, especially since the U.S. Navy is detested all over the world for its arrogance and inept performance when it comes to base closures and clean up. I worked for the Army and the Department of Defense and so I am privy to how the U.S. Navy works when it comes to Standard Operating Procedures and tactics used to hoodwink innocent - civilians.

Recently, the U.S. Navy chose to disband the Restoration Advisory Board the only civilians oversight and advisory body. The U.S. Navy can make mistakes, get shoddy in its drab operations, conduct ploys and machinations more in par with Psychological War Games, screw around and play of sorts of freaking games - and consider it kosher. Well, the constituents of Bayview Hunters Point - not the sell outs but those educated on issues will take on the U.S. Navy and win. Win Big Time.

There are some last second efforts made to bring in so called facilitators that do not have a clue of what has happened on the Shipyard. It was at the Shipyard that the National Defense Radiological Laboratory was first established. Depleted Uranium was first tested at the Hunters Point Naval Shipyard. Numerous large animals was experimented upon with radiological elements and buried all over the Shipyard. Large areas today have an on going underground fire that is raging and polluting the air, the land and the water.

More the U.S. Navy declares some of the carved out parcel as clean only to find toxic hot spots and sewer lines contaminated with radiological substances.

I said a long time ago: " No good will ever happen at Hunters Point Naval Shipyard ".

Once there were two hills containing the remains of the Ohlone the First People of the San Francisco. The U.S. Navy demolished the hills and spread the human remain indiscriminately all over the Shipyard. This desecration will come to haunt the U.S. Navy and all those that do not honor the ancestors.

The world knows the Hunters Point Naval Shipyard is very toxic it is in fact a Superfund site. Why would anyone build 10,500 homes in the middle of Chernobyl?

More, let me state very clearly again the U.S. Navy has an obligation to abate and mitigate the entire Shipyard not CAP it. Then Mother Earth has to be left to heal. Under no circumstances has the U.S. Navy the ability to clean the watershed. It may LIE to the public but not to the First People.
