A Stimulus Plan that does injustice to the tax payers in San Francisco - NO ACCOUNTABILITY
The cronies surrounding Mayor Gavin Newsom - the biggest LIAR who will look you in the EYE and LIE - cannot hoodwink all the people all the time. Rhonda Simmons is a JOKE and if she thinks for a moment that she will NOT be investigated - she is mistaken. As usual the Pacific Heights Mafia - have all their projects - fully funded. That includes Lennar the Rogue Developer. The cliche about "shovel ready" will NOT be applied. What will be taken into account - are factors linked to political power, connections, and the old, corrupt, buddy system.
The Stimulus Recovery Plan will not help the middle class and for sure it will not help the very poor.
The Stimulus Plan is coming through the pipe line and those in line are the same old, corrupt - crooks.
The City and County of San Francisco touts being Green.
But, you inquire what that means - they will give you vague answers like recycling, solar, and such mundane answers that far from benefiting the common person - confuses them.
Most Solar project do not offer to many jobs. Green sounds nice but means nothing - and has very little to stimulate - except - madness.
Here is one factor to think about. San Francisco spews over 80 tons of Methane Gas into the air. Most of it from poor landfill containing vegetation. One ton of Methane Gas equals 22 tons of Carbon Dioxide. How does this impact our Carbon Foot Print.
The Mayor, Gavin Newsom talks the talks - but has not figured this out - because he is foolish.
Recycling is what it is in San Francisco because of the Sunset Scavenger Company, Golden Gate Disposal and Recycling Company and San Francisco Recycling and Disposal Incorporated.
These companies have invested millions to keep the Carbon Footprint small. Now, some Johnny come lately wants to re-invent the wheel and make a splash in the cesspool of their own - creation.
An investigation will reveal the company has done well but certain City Departments have been leaching on the Recycling Company. A number of City Department employees that do not tap into the General Fund - leach on the Recycling Company for their DOLE.
However, in all the talk you hear be it from the Mayor of San Francisco, the Department of the Environment - it is as if these idiots are doing the job. They are as I said leaching on the company and in few words - a liability to the Recycling entities and sustainable - practices.
Jumping to sustainable practices. Some years ago Pacific Gas and Electric handed over some mitigation money to the State of California - some 13.6 million dollars - around 1996.
This money was to be spent in the Bayview Hunters Point mitigating and abating issues.
Sophie Maxwell positioned herself to dole the money.
She doles $900,000 plus to Literacy for Environmental Justice (LEJ) to build a Living Class Room. At that time LEJ did not have their 501 (1) (c) status, a requirement - but they got the grant - anyway.
Dana Lanza - its first Director - is now in New York after wasting a lot of money and getting more grants based on the grant that Sophie Maxwell facilitated.
Her then husband who was the Chair on the Commission for the Environment - facilitated - and shooed money towards LEJ. Recently, Parin Shah was accused of stealing money and there is more to come.
The Bayview Hunters Point Advocates got over $1.5 million.
They wasted a lot of money. They were audited and they had to pay some experts to show them - how to spend the remaining money in a more decent and accountable - fashion.
To date many of their actions are dubious in nature. No one really knows about Olin Webb - its Director - who is busy making money through grants and other ploys on the side.
Olin Webb believe me or not is waiting on the side lines for the Stimulus Package. Most probably he will ask to do some Lead Abatement or create some category to hoodwink the City and County of San Francisco. Sophie Maxwell - will aid and abet this - so called advocate.
It is the same with San Francisco Public Utilities Commission that wrote a grant proposal for BvHP Advocates - that helped them get the $1.5 million dollars - the first time around.
From the $13.6 - $1.5 was given by Sophie Maxwell the Conservatory that lies in Golden Gate Park - far away from the intended region or site - Bayview Hunters Point. Today, no one is talking about the money and how it was spent.
But, $1.5 million could have helped a lot of people. This corrupt City helped these rogue entities waste a lot of money.
Millions of dollars were given to one Steve Moss - who took the money did some conservation linked to energy issues - by changing old light bulbs to new ones.
Replaced some cooling equipment - freezers and so on - and then took the money and created a Co-operative and made a lot of money. He was given $1.5 million.
About $1 million was given to Young Community Developers to waste. Dwayne Jones was the Director at that time.
I really do not want to into the details of these programs - but what I am trying to say is that the political leaches have had their plans on the side - and will take the first bite from the pie.
They did it before and they will do all the time.
So when dumb Rhonda Simmons and the Stimulus Czarina - coined by Gavin Newsom the LIAR - try to impress us with some dubious figures - what most of us that have experience are hearing: " we will do what we please " - these idiots, really do not give a rat's ass.
The audacity of the Czarina to try to impress us that the City has a web site - linked to the Stimulus Package. What is that supposed to mean? We all can have our partial input - but what quality input are we having when we cannot trace the moving target.
The jerks themselves do not know when the money will come - and they do not really have all their ducks lined up.
Then they have certain complicated "formula" to follow - that they themselves are not really savvy - considering the City and County has a method that really does not take into account factors such as " management", "risk-management" - and does not give a hoot about goals, objectives, and time-lines.
Projects like Doyle Drive, the Central Sub-way, the TransBay and High Speed Rail, some of the SF Public Utilities Commission projects, the SF Airport, the schools run by the SF Unified School District and really come under the State - are all spoken off - as if they really will impact and created jobs for the common person.
Not once is there any explanation of the Enterprise Departments - such as the SF Port Authority, the SF Airport, the SF Public Utilities Commission - how they are supposed to be self-sufficient and cannot tap into the General Fund.
All of them are doing bad - and the Stimulus Package is looked more so that the City can dip and acquire some assets - pretending to do the Administrative work and so on. These lying dogs can be very creative.
It is mostly about prolonging the jobs of some crooks under the pretense that the Stimulus Package - requires their help.
There is NO accountability and transparency what so ever.
Even the quasi-State Agency the SF Redevelopment has jumped in and is pretending to be in charge of the infrastructure in the Hunters Point Area - the Candlestick Point Area - and so is poised to use the Stimulus Money to build the infrastructure.
Now claiming to have 60% stake in the Infrastructure Projects - when did that happen?
Well, there is no Economic Analysis and most of all a sound Environmental Impact Report on the surrounding Parcels B, C, D, E (which is very toxic) and F that is the Bay. These parcels barring Parcel A - still come under the jurisdiction of the United States Navy.
There is no Record of Decision (ROD) on the parcels that will be transferred only if they are abated and mitigated and signed off by the Regulatory Agency - foremost the Environmental Protection Agency - that has done a very poor job.
Why build 10,500 homes in the middle of Chernobyl.
The Main Press and the sinking SF Chronicle - touts that some low income housing and rental housing will be built.
Well, let me tell you - Lennar the Rogue Developer - will never build the homes they claim they will build. And no one in their right mind - wants to get bombarded by radiation and die a " dog's death " - on the Hunters Point Naval Shipyard.
Some pimping pastors the ones that follow the Mayor and do his bidding - take the money and do not care really what happens to the community.
The likes of fake pastors like Bell, Lee, Banks, Calvin Jones, Aurelious Walker, Amos Brown, and some others not pastors but chronic sell outs - like Linda Richardson, Doris Vincent, Willie B. Kennedy, Veronica Hunnicutt and there are more.
Imagine this City trying to fool the public with NO - Accountability and Transparency - giving the money to the SF Redevelopment Agency - who in turn will pacify the likes of Arc Ecology - and build the Infrastructure for Lennar.
Bottom line Lennar - a Rogue Developer will never ever build - anything of quality - and for sure will not develop all the Shipyard and Candlestick Point.
The crooks behind Doyle Drive, the Presidio Trust are poised to steal some money - and are experts at that. They are a quasi-Federal Agency and a pet of Nancy Pelosi.
The Municipal Transportation Authority (MTA) that controls our Traffic and Parking, our MUNI, and so on - is sinking. They will not get operational funds.
MUNI cannot use Stimulus Funds for operations. So, think about it - the mess that this City has on its hands.
The Department of Public Works did not use Proposition B funds some years ago for resurfacing streets, repairing pot holes - and so on. They chose to plant trees - creating a back log of over $30 million. Last year - we fought to give DPW some millions to clear the back log. They will get some $11 million from the Stimulus Package - but they need - more.
Fred Abadi tried to make sense of the operations and so on at DPW - but they crooks got rid of the good man.
City Build wasted over $7 million last year - and any money that is thrown at City Build - will be spent and wasted - foolishly. The problem with City Build is one Rhonda Simmons. She is not from San Francisco - and San Francisco does not and will NEVER have control over the Big Developers.
These "thugs" hire their own and do as the please.
SF Public Utilities Commission has billions of dollars of work - but it lacks leadership. It also cannot spend Stimulus Money on projects that are not shovel ready. So, SF Public Utilities Commission is looking to waste money on Solar Projects.
They plan to spend at much money and build themselves a brand new Green Building - at tax payers - expense. Bevan Dufty wants some child care facilities - and so do I.
Its Solar Projects at Moscone West and Pier 96 - do not function well - and any investigation and auditing will reveal the - cracks in these two projects. And there is more.
Recently some clowns - Phil Ting, Cisneroes, one James Bryant a "thug" have joined hands - pretending to fool all the people all the time - creating Solar Opportunities - their plans seems to have fizzled away.
These jerks wanted to put solar on the Sunset Reservoir - only to be challenged by some advocates that will take them to court. There has been NO plan for work force and never will be one. So, the City backed away - and at the advocates - won.
Right now City Build gives some folks a poor basic training and thinks this will suffice in a technically challenging world. Most of the folks that City Build trains - cannot write and most fail seven grade math - no figure!
There is no consideration in the Stimulus Plan given to the Elderly and the Physically Challenged.
There is NO consideration given to the single mother and opportunities to those that need it most.
Law Enforcement will be given money to waste. Other Departments will waste money too.
There is no plan to spend money and give break to Small Business.
The fools at City Hall are in reality making it difficult - for those at City Hall - to choke Small Businesses and drive them out of the City. So far over 600 small businesses have left - those that I checked on - doing my own investigative reporting.
I have asked for a quarterly report - I hope this will be provided by Supervisor Eric Mar. He has requested this from the Director of Small Business - an Interim Director who knows some and will cooperate - so she says.
15 City Department have their say in any Small Business venture - permits, pay roll, building inspection and so on and so forth. So very challenging - is our stupid City when it comes to the Small Businesses and good investment.
Supervisor David Chiu is astute pertaining to issues linked to Small Businesses and let us see how he succeeds to oil, turn, and fix the wheels at City Hall.
Last year we had over $5.9 billion dollars in construction work - and over 90% of the workers were from outside San Francisco.
So much for City Build and the Human Rights Commission that has Compliance Officers but cannot enforce the laws.
President Barrack Hussein Obama chose the Stimulus Plan to put people to work - but the City and County of San Francisco - does not care about quality work force - has failed to work with the Unions, and has the habit of getting defensive.
Again last year we had $5.9 billion dollars of construction work - and how many workers did City Build place - long time career workers?
Poorly skilled workers trained by City Build are sent to a job site - and the Project Mangers - send them home. Most of them lazy and inept. This is what many of the Project Managers - told me and some Union Stewards - too.
At the Apartment Investment Management Company project - some of us saved the City and County of San Francisco from utter disgrace. This project was at Bayview Hunters Point - the All Hallows, Shoreview, housing units - not Public Housing but so called Affordable Housing.
Sixty three percent of the workers were from the community - place by us some Community Advocates working with Rubecon and its owner Ruben Santana.
Not a thank you and no mention of our efforts by corrupt City Build. We took charge and made things happen. City Build screwed the project from day one - and leading the charge the corrupt, useless, inept, arrogant Rhonda Simmons.
Now she has a former consultant from Pacific Gas and Electric - with no qualified Work Force experience helping her. If this is not the height of madness - I do not know what is.
