Weekly Report: On Israeli Human Rights Violations in the Occupied Palestinian Territories

Israeli Occupation Forces (IOF) Launch More Attacks in the Occupied Palestinian Territory (OPT)

· 3 Palestinian civilians, including 2 children, were killed by IOF.

· Construction of the “annexation wall” in the West Bank has continued; more areas of Palestinian land were confiscated for this purpose and Jerusalem has been isolated from the rest of the West Bank.

· IOF conducted a series of incursions into Palestinian areas in the West Bank.

· Houses were raided and at least 40 Palestinian civilians were arrested.

· Continued shelling of residential and a Palestinian child was seriously injured in Rafah.

· Israeli settlers have continued to attack Palestinian civilians and property in the West Bank.

· IOF have continued to impose a total siege on the OPT; IOF have continued to close a number of roads since the beginning of the current Intifada, IOF have continued to impose severe restriction at Rafah International Crossing Point, IOF positioned at checkpoints arrested a number of Palestinian civilians and IOF imposed curfews on a number of Palestinian villages.




Introduction



Israeli occupation forces (IOF) have launched more attacks against Palestinian civilians in the Occupied Palestinian Territory (OPT). This week, human rights violations perpetrated by IOF included willful killing, incursions into Palestinian areas, indiscriminate shelling and total closure imposed on Palestinian communities. IOF have also continued to construct the annexation wall inside the West Bank territory and confiscated more areas of Palestinian land for this purpose. They have continued to expand existing settlements at the expense of Palestinian land. This week, 3 Palestinian civilians, including 2 children, were killed by IOF.



In the Gaza Strip, on 25 February 2005, IOF killed a Palestinian child and arrested 2 others in Rafah, when they were attempting to infiltrate into Israel to search for jobs. On Wednesday evening, 2 March 2005, IOF opened fire at residential areas in Rafah, seriously wounding a Palestinian child. In the West Bank, 2 Palestinian civilians, including a child, died from previous injuries they had sustained by IOF. On 24 February 2005, a Palestinian civilian died from an injury he had sustained on 26 January 2005, when IOF extra-judicially killed a Palestinian in Qalqilya. On 2 March 2005, a child died from an injury he had sustained by IOF in Jenin on 28 January 2003.



IOF also conducted a series of incursions into Palestinian areas in the West Bank, during which they raided and searched houses and arrested 40 Palestinian civilian civilians. Two other civilians were also arrested at Israeli military checkpoints.



IOF have continued to construct the annexation wall inside the West Bank territory. They have confiscated more areas of Palestinian land for this purpose. Israeli plans in this regard aim at isolating Jerusalem from the rest of the West Bank, separate between the north and south of the West Bank. This week, IOF issued military orders, confiscating large areas of Palestinian land for the purpose of the construction of the wall. More settlements will be annexed to Israel according to these new plans.



Israeli settlers living in the OPT in violation of international humanitarian law have launched a series of attacks against Palestinian civilians and property. IOF have continued to confiscate areas of Palestinian land for settlement activities.



IOF have continued to impose a tightened siege on the OPT, including Jerusalem.



In the Gaza Strip, contrary to Israeli official claims regarding easing measures of closure imposed on the Gaza Strip, IOF have continued to completely or partially close all border crossings of the Gaza Strip, and impose severe restrictions on the internal movement of Palestinian civilians. IOF have continued to impose severe restriction on the travel of Palestinian civilians through Rafah International Crossing Point. They have also continued to close a number of roads and crossings in the Gaza Strip since the beginning of the current Intifada. IOF have continued to impose a strict siege on Palestinian communities near Israeli settlements, causing more suffering to Palestinian civilians. They have also continued to attacks Palestinian fishermen.



In the West Bank, IOF have continued to impose a strict siege on Palestinian communities. They have also imposed severe restrictions on the movement of Palestinian civilians. This week, they erected a number of military checkpoints and arrested a number of Palestinian civilians. They also beat a number of civilians and imposed restrictions on journalists. IOF also imposed a strict siege on Tulkarm. Furthermore, they also imposed curfews on a number of villages.

Israel has no occupation forces, since it is occupying nothing.

What do you call "Palestinian civilians"? Are the Palestinian terrorists civilians? If they are, does this entitle them to commit terrorist attacks?

What about the Israelis, children included, murdered by those terrorists? What do you call it?

Why do the Palestinians put their children at risk? What do we have to call it?

Lets have a little balance. 2005 is very young but so far, the Palestinians have been pretty busy with their own mass murdering. See below:

Jan 7, 2005 -- Sgt. Yosef (yossi) Atia, 21, of Petah Tikva, was killed and three fellow off-duty soldiers were wounded when Palestinians opened fire on their car in Trans-Samaria Hwy. The Fatah al-Aksa martyrs Brigades claimed responsibility.

Jan 12, 2005 -- Gideon Rivlin, 50, of Ganei Tal was killed and three IDF soldiers were wounded when a bomb was detonated as a military vehicle patroled the route near Morag in S. Gaza. 2 Terrorists were killed by IDF forces. The area was booby-trapped with explosive devices, in addition to the bomb that exploded. Islamic Jihad claimed responsibility.

Jan 13, 2005 terrorists activated an explosive device on the Palestinian side blowing a hole in teh door through whic Palestinian terrorists infiltrated the Israeli side and opened fire at Israeli citizens. Six Israeli civilians and three Palestinian terrorists were killed, and five Israelis were wounded. hamas and the Fatah al Aqsa Martyrs Brigade claimed joint responsibility for the attack.

Jan 15th, 2005 Ayala-Hya (Ella) Abukasis, 17, of Sderot was mortally wounded when a Qassam rocket landed near her and shrapnel penetrated her cerebellum leaving her brain-dead. She was struck protecting her younger brother who was lightly wounded. Her parents took her off of life-support and she died Jan 21.

Jan 18, 2005 Oded Sharon, 36, from Gan Yavne, and ISA officer, was killed, and IDF officer seriously wounded, and four IDF and three ISA members were lightly wounded in a suicide bombing attack at the Gush Katif junction in Gaza. while search procedures were initiated, the suicide bomber detonated himself. Hamas claimed responsibility.

Feb 25th, 2005 5 killed and 65 wounded outside the stage Club on the Tel Aviv promenade by a suicide bomber. Islamic Jihad claimed responsibility. Israel has intercepted messages from Syrian Islamic Jihad members ordering the attack.

Feb 28th The IDF found a car full of explosives near Hebron

Two bombs found near settlement

Two explosive charges were discovered on Saturday afternoon on the road leading towards the north Samaria settlement of Mevo Dotan.

Israel Radio reported that IDF sappers performed a controlled detonation of the bombs.

Earlier, Palestinian leader Mahmoud Abbas said he could not impose law and order in the Palestinian areas until Israel hands over control of West Bank cities and urged Israel to return to talks on their transfer.

"We have no control on the ground," Abbas told a news conference in Ramallah.

Terrorist groups have undermined recent attempts by Abbas to impose control over the armed groups, twice firing on Palestinian officials and police officers in the last week.

Abbas said Palestinian forces would only be effective once Israeli troops leave. "Nobody can say we hold responsibility for the situation because we do not have a presence in the cities," he said.

Israel had promised to hand over five cities following the Feb.8 cease-fire declaration but suspended talks after a Palestinian suicide bomber killed five Israelis at a Tel Aviv night club last weekend.

Abbas said the two sides must move ahead with transferring control of the cities. "The Israelis have stopped the talks and we call on them to resume the dialogue as soon as possible," Abbas said.

But Israeli officials said there would be no more talks until the Palestinians find those behind the Tel Aviv bombing and accused Abbas of dragging his feet.

"We are waiting to hear the results of the (Palestinian) investigation into the bombing that came from the very same city they want us to hand over," said Assaf Shariv, a spokesman for Israeli Prime Minister Ariel Sharon.

The bomber came from a village near the town of Tulkarem, one of the first places slated for transfer.

"We are waiting to see what he (Abbas) will do, so far it is not a lot," Shariv said.

Abbas said the Palestinians continued to investigate the attack.

"We are conducting an investigation on this operation despite the fact it was orchestrated from places which we have no responsibility," he said.

Islamic Jihad leaders claimed responsibility for the Tel Aviv bombing, but blamed the attack on a local rogue cell working on orders from the Lebanese guerrilla group Hezbollah and not from Islamic Jihad leaders in the Palestinian areas. Israel and the US said the bombing was planned in Syria.

Abbas said he had no information linking Syria to the attack.

Abbas has been trying to persuade armed men to disarm, resisting calls from Israel and the international community for a crackdown. But many of the militants, who have become virtual rulers of the Palestinian cities during the last four years of violence are reluctant to give up their power.

On Friday five Palestinians were wounded when gunmen opened fire on a Palestinian police station in Nablus, the West Bank's largest city, after police apparently beat one of their members.

Earlier this week, tensions between the Palestinian Authority and the Al Aqsa Martyrs' Brigades, a larger militant group linked to Abbas' Fatah, Party descended into gunfire in the nearby town of Jenin.

A town warlord, irked that the Palestinian security chief, Interior Minister Nasser Yousef, had come to Jenin without his permission, opened fire on a building where the minister was holding meetings.

Yousef ordered strongman Zakariye Zubeydi arrested, but later backed down.

The latest Palestinian terror attack on innocent Israelis

Fine words and nominal action has appeased a naive world into thinking that the Palestinian people had turned a new leaf.

The shocking homicide attack on a Tel Aviv night club had brought a Middle eastern sense of reality to those who thought the election of Abu Mazen would create a new pragmatic Palestinian society.

This latest murder of innocents is Islamic. Islamic in its theology. Islamic in its planning. Islamic in its operation. Islamic in its operators and bomber.
Investigations are ongoing but the following is apparent within the first 24 hours, thanks to the brilliance of Israeli intelligence work.

The initiator of this action is Hezbollah. Hezbollah is the Lebanese Islamic 'Army of God' headed by Sheikh Nasrallah, bankrolled by Islamic Iran, and supported by Syria.

Hezbollah has been infiltrating West Bank and Gazan Palestinian terror groups for some time. In this weekends operation they worked through the Palestinian Islamic Jihad and the Al Aksa Martyrs Brigade to recruit 21 year old radical Muslim, Abdullah Badran, from the village of Deir-el-Assoun north of Tulkarm, which is close to Hadera and Netanya in central Israel.

Both Hezbollah and Islamic Jihad have not reneged on their vows to kill Jews and to destroy the Jewish state.

It was Hezbollah that France's President, Jacques Chirac, last week refused to name as a terrorist organization when pressed to do so by President Bush.

It is not yet known how the terrorist and his operatives entered Israel, but it is known that they had preselected another target.

The bomber and his handlers found this target too quiet and decided to head for Tel Aviv.

The vigilance of the security staff at the popular Tel Aviv night club prevented greater carnage, though four are dead, another is close to death, and over thirty were injured in the blast.

Israeli intelligence has constantly reported between forty and fifty terror attempts each week since the election of the new Palestinian leader.
Yet Abu Mazen still refuses to disarm the terror groups in his society.

Two Israelis wounded in Hebron shooting attack

Two Israelis were wounded, one seriously, in a shooting attack Monday morning in Hebron.

According to preliminary reports, shots were fired from the Kasbah of Hebron towards the Cave of the Patriarchs.

Police, IDF and emergency teams arrived at the scene.

The wounded were given initial treatment and then evacuated to a hospital in Jerusalem.

A manhunt has been launched in an attempt to apprehend the perpetrators of the attack.

A Palestinian man was arrested nearby with a note claiming intention to perform an attack. It is not clear whether he was connected to the shooting.

In response, MK Micahel Gorolovsky (Likud) said, "The government brought about the attack since it has demonstrated weakness towards terrorists."

MK Uri Ariel (National Union) said the Palestinians are taking advantage of the "euphoria of peace". He said Israel "must only trust itself."

In another incident, Palestinians opened fire Sunday night at an IDF position in the settlement of Kadim in northern Samaria. No injuries or damage were reported.

Palestinians fire at an IDF post in West Bank

Palestinians opened fire at an IDF post in the Kadim settlement in the northern West Bank, Sunday evening.

No injuries were reported, and no damage was caused, Army Radio reported.

The IDF has noted an increase in shooting instances toward Israeli settlements in that area of the West Bank in the past few weeks.

Gunmen wound two Border Policemen in ambush near Hebron shrine

Palestinian gunmen wounded two members of the Border Police, one seriously and one lightly, in an ambush near the Tomb of the Patriarchs early Monday in the West Bank city of Hebron.

Secreted in the city's dense casbah area, the gunmen shot bursts of automatic fire at a military position near the shrine, which has long been a flashpoint of violence in the strife-torn city.

Troops immediately mounted a manhunt for the gunmen, and rescue crews treated the wounded at the site, prior to their evacuation to Jerusalem's Hadassah University Hospital, Ein Karem.

Israel Radio reported that a Palestinian in the area had been arrested with a letter suggesting preparations for suicide in his possession. It is not clear if he was connected to the shooting attack.

PM: Attack near Hebron holy site won't keep Jews away

A Palestinian militant ambush near the Tomb of the Patriarchs in the West Bank city of Hebron won't keep Jews from praying at the holy site, Prime Minister Ariel Sharon said Monday. Two Border Police officers were wounded in the shooting attack early in the day, one of them seriously.




Security forces were searching Monday for the Palestinian gunmen who shot and wounded the officers. Israel Defense Forces troops placed the Hebron casbah area under curfew and continued their searches into the evening.

The gunmen, secreted in the dense casbah area, shot bursts of automatic fire at a military position near the holy site, which has long been a flashpoint of violence in the strife-torn city.

Rescue crews treated the wounded at the site, prior to their evacuation to Jerusalem's Hadassah University Hospital, Ein Karem.

At a meeting of the Likud faction following the incident, Sharon called the shooting an attack on freedom of religion.

"The attack this morning at the Tomb of the Patriarchs is an attempt to harm the Jews' freedom of religion at one of the holiest sites for the Jewish people," he said. "Jews will continue to pray at the Tomb of the Patriarchs and to live there."

Sharon also said the attack underscored Israel's position that Palestinians must wage war on terror organizations and those who aid and finance them.

Israel Radio reported that a Palestinian in the area had been arrested with a letter suggesting preparations for suicide in his possession. It is not clear if he was connected to the shooting attack. Security officers detained about 40 other Palestinians for questioning after the attack, the radio said.

Also Monday, Israel Defense Forces soldiers discovered and safely detonated a 15-kilogram bomb near the West Bank city of Nablus.

Late in the day, security forces caught a Palestinian man who was preparing to throw a firebomb at an Israeli vehicle near the West Bank settlement of Ofra, Israel Radio reported.

Hezbollah attacks IDF at Har Dov (Shebaa Farms) since Israeli pull-out from Lebanon (May 2000) in violation of Security Council resolution and the position of the international community

Overview

Although the Israeli army pulled out of Lebanon in May 2000 and the United Nations Security Council announced that Israel had complied with UN Resolution 425, Hezbollah continues attacking Israel along its border with Lebanon and in the Har Dov (Shebaa Farms) region, which belongs to the Golan Heights.

Since May 2000 Hezbollah has attacked the IDF at Har Dov 33 times . As a result of those attacks seven Israeli soldiers were killed, three were kidnapped and murdered (their bodies were returned to Israel in the last prisoner exchange) and dozens were wounded. The attacks include launching anti-tank missiles and firing mortar shells and small arms at Israeli outposts, attacks on an Israeli patrols, planting explosive charges in Israeli territory close to the border and kidnapping.
Hezbollah claimed its actions were legitimate, a claim not accepted by the UN, the international community and even elements in the Lebanese opposition . Recent Hezbollah defiance of UN resolutions can be found in remarks made by N'aim Qassem, Hezbollah's deputy director, in response to a question asked by a listener during a live program broadcast by Radio Nur , the organization's radio station.

Listener's question : What about the [Lebanese] opposition's demand regarding the Lebanese-Syrian border at Shebaa Farms?

Qassem's answer : “That is a complex issue. If we begin a discussion about it, it is liable to be turned over to the UN. In the past that organization [the UN] drew a blue line to mark the international border and by so doing determined that Israel complied with [Security Council] Resolution 425. We must not allow our issues to be determined by international decision . Lebanon and Syria have agreed that the region is Lebanese, and that is also our position…” (Radio Nur, February 11, 2005.)




Sheikh Hassan Nasrallah, Hezbollah leader, shaking hands with UN General Secretary Kofi Annan in June 2000 after the Israeli pullout from Lebanon. Hezbollah, a terrorist organization whose hands drip with the blood of its victims, is shown in an attempt to improve its image and present itself as complying with criteria accepted by the UN and the international community.

Hezbollah's attacks in the Shebaa Farms (Har Dov) area are in gross violation of the Security Council's decision regarding Israel's compliance with Resolution 425. Hezbollah, as can be seen from Qassem's remarks, is well aware of the situation and refuses to comply with the Security Council's decision. Its behavior plainly refutes the image it is trying to project of an organization acting in accordance with internationally accepted norms.
Hezbollah's attacks in the Har Dov region, which include obvious acts of provocation (such as kidnapping three Israeli soldiers), are a potential source of the deterioration of the status quo and the escalation of violence . Israel has so far shown restraint in its responses.
