Sunday Feb. 3rd 1:30 - 4 pm, at Richmond "Dare to Dream" reception!
Demonstrate against the new Richmond anti-sleeping ordinance that prohibits camping equipment in public, sleeping in a vehicle, etc.
Well, they just gave us our new PROTEST date/place

Now ..Is this an anti-homeless ordinance or not?
Well let's see if it is or not. Judge it yourself, if
you have not yet. The full document is posted
and it includes the following elements:

Municipal Code Chapter 11.96
"LOCAL CAMPING ORDINANCE"

Definitions: 11.96.020

a) "Camp" means to pitch, SLEEP IN or occupy
or to use camp paraphernalia

b) "Camp facilities" include, BUT ARE NOT LIMITED TO,
TENTS, HUTS, or TEMPORARY SHELTER, trailers and any other vehicle.

c) "Camp paraphernalia" includes, BUT IT IS NOT LIMITED TO,
collapsible shelters, cots, beds, SLEEPING BAGS, hammocks,
or .....

d) "Store" means to put aside or ACCUMULATE FOR USE WHEN NEEDED,
to put for safekeeping, to place or leave in a location.


11.96.030

It shall be unlawful for any person to camp, SLEEP IN or occupy camp facilities
or use camp parafernalia....a) in any street b) in any parking lot, PUBLIC AREA or
OPEN SPACES, improved or unimproved.

11.96.040

It shall be unlawful for any person to store personal property, including camp facilities
and camp paraphernalia in...a) any park b)any street c) any parking lot, PUBLIC AREA
or OPEN SPACES

11.96.60

.......any person who violates the provision of this ordinance shall be guilty of an infraction
for each day such violation continues and shall be subject to the penalties set for thin section
1.034.100 of this Code.

A homeless person who does not have an emergency shelter bed
( 600 people are in the current waiting list of Brookside shelter,
300 additional families [1,000 people] are in the waiting list for Families.
Last year alone the Richmond Rescue Mission had to deny 8,000
requests for emergency beds. More than 80% of people using
emergency shelter in Contra Costa County state that they are from Richmond.)
and decides to face the cold nights to the best of his abilities SLEEPING IN A
SLEEPING BAG IN A STREET, PARKING LOT, PUBLIC AREA OR
OPEN SPACE and this ordinance (the "local camping ordinance") makes him/her
GUILTY of an INFRACTION AND SUBJECT TO PENALTIES.

municipal Code restrictions that limit the number of
ours a car can be parked consecutively in a public
place to 16 hours.

Article XIV TRAFFIC

14.40.150 Parking in city-owned or operated lots.

(b) No vehicle shall be stopped, left standing or parked on any
City-owned or operated parking lot for more than sixteen consecutive
hours except with permission of the Chief of Police.

(d) By resolution of the City Council, the Director of Public Works may
place and maintain signs giving notification of parking limit time
restrictions for parking of vehicles in City-owned or operated parking lots.
When such signs authorized by the provisions of this section are in
place giving notice thereof, no person shall stop, stand or park any
vehicle for a period of time longer than that indicated on such signs.


THE ENFORCEMENT OF THESE CURRENTLY EXISTING
REGULATIONS IS ALL THAT WAS NEEDED TO PROMOTE TO
DEAL WITH THE CONCERNS of the Marina Bay Neighborhood.

INSTEAD, the RCC passed a law that was like a "daisy cutter"
bomb, doing much more damage than the benefit it is bringing.

It needs to be fix. It needs to be repealed.
