Brown signs two oil spill bills, but marine protected areas aren't fully protected

Senate Bill 295 requires annual oil pipeline inspections by the State Fire Marshal. Previously, pipeline inspections had been done every two or more years. Senate Bill 414, the Rapid Oil Response Act, seeks to make oil spill response faster and more effective.
Four "marine protected areas" created under the MLPA Initiative were imperiled by the oil spill that started at Refugio State Beach on Tuesday, May 20, when an oil pipeline owned by the Plains All-American Pipeline Corporation ruptured, devastating over 9 miles of the Santa Barbara County Coast.
