On Monday, Human Rights Watch published another report documenting atrocities committed by Rwanda's M23 militia in the eastern Democratic Republic of the Congo. Four days later John Kerry chaired a UN Security Council special session on Congo, and the day after that, the UN awarded $400 million in aid to Rwanda, a longstanding U.S. military partner, despite the report. And despite 13 years of similar reports by the Security Council's own group of expert investigators.
