While hundreds were still in the process of being arrested in front of the YMCA on Broadway, at least 100 people who had not been kettled or managed to escape the kettle through the YMCA marched down Broadway back towards downtown, reaching Oscar Grant Plaza around 7:30pm. As many of of the marchers milled around the plaza, a few others gained access to Oakland City Hall and brought out a U.S. flag. The crowd on the front steps of the City Hall building quickly grew as protesters tried several times to burn the flag. Suddenly, someone near 14th Street yelled out, "Police!" and the crowd scattered before the first police officers made it to the front entrance of City Hall. Eventually, as the Oakland police presence grew in and around the plaza, mutual aid arrived from the Fremont police, Berkeley police, Newark police, Union City police, San Rafael police, the Marin County sheriff's department, and the San Mateo County sheriff's department. At about 8:30pm, the weekly "Fuck the Police" march left Oscar Grant plaza and marched to the North County/Glenn Dyer jail on 7th Street to show solidarity with the massive number of arrestees on Move-In Day. Back at the plaza again, police snatched two individuals from the crowd for targeted arrests, much as they had earlier in the day before the first march left Oscar Grant Plaza. About 10:15pm, police issued a dispersal order with threats of arrest for those in the intersection of 14th Street and Broadway. People stepped out of the street, but by then most of the crowd has thinned out on its own and only a few dozen people remained in the area of the plaza. Police were still transporting arrestees from the the kettle at the YMCA past midnight.
