Page Mill Properties, which owns about 1,700 apartments in East Palo Alto's Woodland Park neighborhood, has tried unceasingly to fight the city's rent control ordinance that has been in place since the city was created in 1984. Now they appear to have cut and run, leaving properties in a mess behind them. Their offices are suddenly closed and locked up....for good?
