The report occurs a time when salmon fishing in ocean waters off California and Oregon and in Central Valley rivers is closed for the first time in history. Meanwhile, the Governor and Dianne Schwarzenegger and pushing for a $9.3 billion water bond that includes more dams and a peripheral canal, further endangering an already collapsing estuary and salmon fishery.
