In 2000, 87 percent of San Francisco voters passed Proposition P, which stated that there should be no development on the Hunters Point Shipyard until all of it was cleaned up to residential standards. In the years since, the U.S. Navy, its contractor, environmental consulting and engineering company Tetra Tech EM, Inc., and the San Francisco Redevelopment Agency, with its “master developer” Lennar/BVHP, have continuously violated those rules by “developing” sites that are hazardous not only to the surrounding residents, but also to the employees working on the sites.
