Police Chief Jerry Dyer cited the unanimous support of the Police Chief’s Advisory Board for the surveillance plan. When informed of Dyer’s statement boardmember Gail Gaston replied, “There was no consensus or vote on whether the group did or did not support it. The full board wasn’t even present.”
