 public  Sometimes it can seem that the Bush foreign policy is driven by 
 anything but rational thought. But there are indeed very powerful forces 
 driving the foreign policy decision-making. Forces such as the 
 multi-billion dollar defense industry. It has been nearly 60 years since 
 Dwight Eisenhower warned of a growing "military-industrial complex." Have 
 we learned anything in all that time?  Libby Frank is a former Executive 
 Director of Womens International League for Peace and Freedom, the 
 country's oldest peace group. She has also served as Chair of WILPF's 
 Middle East Committee, has led two delegations to the Middle East, and is 
 currently active in WILPF's campaign to challenge U.S. Middle East policy.  
 Rachelle Marshall is a contributing editor to the _Washington Report on 
 Middle East Affairs_, one of the leading analytical journals on the region. 
 She is longtime activist with the local WILPF Branch and also served on the
