DESCRIPTION:HANS VON SPONECK  Former United Nations Assistant Secretary General  United 
 Nations Humanitarian Coordinator for Iraq, 1998 - 2000  "Iraq and the 
 United Nations: Dilemmas of the Future"  Hans von Sponeck was responsible 
 for directing all UN operations in Iraq, managing the distribution of goods 
 under the Oil-for-Food program, and verifying Iraqi compliance with that 
 program.  Von Sponeck resigned in February 2000 in protest of international 
 policy toward Iraq, especially the devastating effects of the economic 
 sanctions.  "It quickly becomes clear that primary responsibility for the 
 human catastrophe in Iraq lies with the political UN, with those member 
 governments in the UN Security Council who had the power to make a 
 difference. The failure of the Council to make a humanitarian, ethical and 
 legal difference is much more monumental than is commonly known. There is 
 not only the betrayal of the Iraqi people but also the betrayal of the UN 
 Charter and the betrayal of the international conscience."  - Hans von
