 strategy of the United States over the past two and half decades to 
 sanction, isolate, and contain Iran has only strengthened the hand of the 
 country's clerical regime, accelerated its weapons program, and made the 
 attainment of full democracy there a more distant prospect. It is time for 
 a new approach, one that combines a wide ranging package of economic 
 incentives and security guarantees in exchange for both international 
 monitoring of and international cooperation with Iran's nuclear program. 
 The advantages of such a policy shift is that it would not only curb Iran's 
 nuclear ambitions, it may, by forcing Iran out of its economic isolation, 
 lead to the regime change America has been fruitlessly striving for since
