 from 1978–1981.  He is currently a member of the French Senate and 
 president of the Senatorial Committee on Regional Planning.  What: “Value 
 Issues in Transatlantic Relations.”  Event: Poncet will discuss the 
 recent failed referendums on the European Union’s constitution and the 
 troubled transatlantic relationship between the United States and “Old 
 Europe.”  He will explore how different value perspectives affect 
 cooperation between the U.S. and its European allies.  Poncet will also 
 address the urgent need for an ongoing strategic dialogue between the two 
 sides of the Atlantic in order to maintain Western solidarity and to
