DESCRIPTION:Deployment of international peacekeepers has had the unintended consequence 
 of stoking demand for thousands of women and girls trafficked to the 
 Balkans in the last several years, and has enriched organized crime 
 syndicates that could use illegal profits to finance weapons for 
 paramilitaries or enemies of the mission.  Dr. Mendelson argues that 
 serious implementation of “zero-tolerance” policies on trafficking will 
 require instilling a sense of urgency about the problem in the US military 
 and civilian contractor community, as well as inside NATO and the UN.
