 and garbage. The same city has lots of people who wouldn't mind building 
 housing as long as it was the kind that they could afford to move into 
 (e.g. sweat-equity, coops, non-profit etc.)  Community groups (including 
 Coalition On Homelessness, SF Organizing Project, Homes Not Jails, Religous 
 Witness) have been organizing to have these properties set aside for just
