DESCRIPTION:The Santa Cruz City Council has been asked by staff to approve policy 
 changes related to "racial equity and social justice" instituted by the 
 Santa Cruz Police Department in the wake of the national movement for 
 police reform following the killing of George Floyd. \n\nCity Manager 
 Martin Bernal and Chief of Police Andy Mills are also introducing a new 
 ordinance for council approval, titled the Discriminatory Reports to Law 
 Enforcement Ordinance. The ordinance is modeled after the "CAREN Act" 
 (Caution Against Racially Exploitative Non-Emergencies), which was passed 
 by the San Francisco Board of Supervisors recently to discourage racially 
 motivated reports to law enforcement.\n\nBoth agenda items will be heard by
