DESCRIPTION:The number of social justice movements is growing  That means there are 
 more people relying on  “Public Comment” at City Council 
 meetings.\n\nWhy do people rely on “Public Comment”?\nBecause they are 
 locked out of policy-making !\n\n \n“Public comment” is a form of 
 non-participation,\nA form of silencing of the people######\nThe rules of 
 council need to be changed so that:\n\n1.      those who will be 
 affected by a policy get to participate in writing and deciding the 
 policy\n\n2.      the council stops silencing people with its 
 procedures.\n\n \n\n\n######\n\nCome to a meeting!\nThursday, January 30, 
 at 5:30 pm\n\nWe will be discussing how the many social justice movements 
 can come together and modify Council procedures so that this city gets 
 moved toward being a democracy.\n\n�      Greater respect for the 
 people and dialogue with Council\n\n�      An ability for people to 
 modify the order of agenda items\n\n�      Greater time to 
 speak\n\n�      An ability to stop Council from hiding issues in the 
 Consent Calendar\n\nThese are only immediate steps. Next steps will be 
 aimed at including those who will be affected by a policy in the making of
