DESCRIPTION:The Voluntary Services First Coalition formed to oppose the expansion of 
 conservatorships authorized by SB1045 and to be broadened under SB40.  Even 
 though the SF Board of Supervisors voted 10-1 to expand conservatorships 
 (without additional funding) by using police initiated 5150 holds as a main 
 critieron to involuntarily conserve people, we continue to resist these
