 program for city residents.\n\nSPEAK OUT! MAKE SOME NOISE! SHOW UP!\n\n..or 
 nothing will change.\nVice Mayor Cummings may feel that tenants are too 
 quiet for him to take action when the landlords are knocking at his door.
