 crafted a bill to renew California’s greenhouse gas cap and trade 
 program. The governor then rammed the bill through the legislature in less 
 than two weeks. In this forum, oil industry experts and activists in the 
 climate and environmental justice movement will explain what cap and trade 
 has (not) accomplished, what the new law will do, and how it passed so
