 atrocities of the Homeless Ordinance.\n\nOn March 23, Jill Allen made a 
 public commitment to house 200 people over 90 days on behalf of Dorothy's 
 Place. June 20 will be the 90th day. This commitment was a call to action 
 for all service providers, the city of Salinas, and the county of Monterey 
 to collaborate and work within "the stinkin' system."\n\nDorothy's Place 
 happens to be almost the only point of entry into the HMIS database system 
 to connect people with housing availability within Monterey County through 
 the current list of "service providers."\n\nCurrently Dorothy's Place has 4 
 1/2 full-time Case Managers, who are properly trained do the intake data 
 entry into the HMIS, delivering ongoing case management to approximately 64 
 people. Their caseload is basically at capacity. The process of housing 
 people is particularly slow because there is not a ready accessible 
 inventory of placements available for people who would be a good 
 fit.\n\nPart of the city's Administrative Procedure for evicting people 
 from city property includes a service provider representative to go on 
 site, person-to-person, tent-to-tent, within 72 business hours and "connect 
 people with services" by intaking new clients into the HMIS 
 database.\n\nMCHome initially had that contract for sites outside of 
 Chinatown. MCHome could not spare the case managers for the past two months 
 and thus failed the residents from many locations. To date, ZERO case 
 managers have gone on-site to ANY location within the city's jurisdiction, 
 yet people are still evicted without due process!!\n\nThe city emptied out 
 sites from encampments including the Sanborn Bridge, Elvee Drive, Griffin 
 Street, Cesar Chavez Park, Sherwood Park, The Pit, Chinatown, and other 
 locations throughout the city without fulfilling the "connect people with 
 services" requirement of the Administrative Procedure.\n\nCity of Salinas, 
 what justification do you have for failing to "connect people with 
 services" completed before evicting people? Why do you feel free enough to 
 ignore your own law that you just passed in February???? Is that not 
 CRIMINAL????\n\nYOU CONTINUE TO PUT PEOPLE IN WORSE HARM'S WAY!!\n\nYOU 
 NEED TO STOP THE SWEEPS IF YOU CAN'T FOLLOW YOUR OWN
